Chances are high we who have played through everything... are SoL. All of the special duty officer rewards are 'first completion only' rewards and if you're like me, we're well past that. The only way to fix it is to erase all of our progress and I don't see them doing that.
is it the Gravimetic DO Marr? That reward was already given out way back on PC... use to be tradable, they changed it to bind on aquire... guess change was for consoles and, you know, parity between systems. They playing catch-up so they are getting the previous PC rewards.
Duty officers are rewarded at specific levels. If you meet or exceed the levels at which they are rewarded, then you should be getting them immediately. At which point you can start leveling up the crafting schools. Slowly at first since it takes time to unlock more slots for crafting purposes.
You will get two sets of Doffs. The "sentient" Doffs and holograhic Doffs (they were introduced when the crafting system went thru it's 2nd revision); holographic Doffs have not traits and they are all common (white). You will receive 100 Doff slots.
That still leaves those duty officers awarded through missions, like the Dominion Cadre and the EMH, as being unattainable because they weren't part of the mission rewards prior to the last patch on consoles and, being 'first completion only' rewards, they won't appear in the reward list on replays either.

I don't know about the Dominion Doffs, but, at least on PC, they patched the EMH Doff so you can reclaim him if he isn't present in your roster, even after being discarded. Same with the Kobali Warfare specialist, and "Law".
they'll probably just reset the flag that says 'you did this mission' on the ones that have unique one-time-only doffs attached to them...which means you'll have to do those specific missions again, but there's no way they'd need to reset EVERY mission

Still doesn't really help if you never got them to begin with. I just did the mission this moment that rewards the Dominion Cadre and got them as a reward on my Klingon captain, but they were never part of the rewards when I did the mission over a month ago on my Federation captain. Same with Law and the EMH. I'll replay those missions in a moment to see if they have reset those flags, but if they haven't then my Federation captain, and every other captain in the same boat, will still be SoL as I've already mentioned at the beginning of this thread.

There are no missions that rewards R&D Components. However, there are ways to get R&D materials (Mats) that can be used to craft components.
#1 - Some science and exploration Doff missions rewards Mats.
#2 - Reputation (end game) PvE queue missions. The box you receive at the end of mission will give you Mats when opened. These boxes can also be bought / sold on the Exchange.
#3 - Anomalies. Many missions have between 1 - 3 anomalies either on ground or in space. There is a "wave length" mini-game involved. Failing it means you get 1 less Mat.
#4 - Dilithium Mining. After playing the mining mini-game you get Dil and Mats as well.
#5 - Buy Mats from the Exchange.
#6 - Purchase R&D Packs from the C-Ctore.
#7 - Academy Recruitment Officer - You can purchases R&D Crafting Mats for 2,000 refined Dil. You will be rewarded with random Mats and also Components. You also have a slight chance to receive a specific crafting school Doff that allows you to craft specific special consoles once you reach level 15 in the crafting school that the Doff specializes in.
Ways to get components:
#1 - Craft them yourself with Mats.
#2 - Purchase from the Exchange.
#3 - Purchase R&D Packs from the C-Store.
#4 - The Academy Recruitment Officer - As mentioned above.
There could be other ways that I am simply forgot or not aware of.
I seriously doubt they don't have a plan for end game characters/playears. But even if that were the case, buy them from the exchange (if your characters are that leveled/invested, you got the EC) or buy the bajoran c-store bundle. You get 3 duty officers, 1 super rare, 1 rare, and I can't remember the 3rd.
I rewrote the mission rewards so that for missions that gave duty officer rewards on first playthrough, if you replay the mission and you don't have the DOFF, you get a new one.
You'll likely get all the level up DOFFs, and there isn't much to worry about the mission reward DOFFs - you got 100 slots to fill, and you'll need a lot more than those few - and you can get them the same way people got them on PC - doing recruitment assignments and DOFF grinder assignments (plus potentially DOFF packs and lockboxes).
(And chances are, you'll want more than those 100, and get a roster of 400 DOFFs or something like that.)

Is this change going to go live with the next console patch because I've replayed some of the missions that rewarded duty officers and didn't get any. Further, being unique duty officers I doubt an Academy mission will give them to us. Also, there's the matter of the game deleting captured changelings from our inventories (I've tested this with the holodeck sub-mission, managing to capture it within the instance only for it to be deleted as soon as I left it, and it didn't appear in my inventory at all in the mission "Jabberwocky"). This needs to be undone if we're to get changeling duty officers.

Captured changelings can be turned over to specific security offices in ESD, New Romulus, Qo'nos, DS9, DS-K7, Ganalda Station and a couple of other locations for a reward. It is part of the Doff system missions; I think players receive 200 dilithium as a reward. When the Doff System goes live, the captured changeling should remain in your inventory until you turn it in.

What might this do to the economy? You could play sell, and re-acquire and see a DOFF from mission over and over (I did NOT sell LAW!!!! I never got him).

I didn't get any duty officers in my playthrough on my Federation captain, not even the EMH. We won't know if the developer's changes work until they implement the fleet update.

That's because the Wiki was originally written for the PC version of STO. The Duty Officer System was introduced in Season 5. The Legacy Of Romulus was released between Season 7 and Season 8. Therefore, at the time "A Fist Full Of Gorn" was released the Doff System was already in place. Thus, upon the 1st completion of that mission players would get Law.
You did not get any Doffs because they do not exist yet on the console.
One of the recent updates activated duty officer rewards, my Klingon Captain got the Dominion Cadre when they first did "Facility 4028" over this past weekend though they'd completed Wasteland well before so they didn't get Law.
