Selling boxed ships dont incentivize anyone except for those with deep pockets or those who make money out of them. We do need some planning for these boring period of times characteristic of STO.

The Foundry isn't as bad as PvP. We can actually get stuff for the foundry, albeit it mainly maps and assets. But we can get stuff. This makes it the red-headed step-child.
PvP, is the kid locked in the attic. It's lucky if the Dev's even remember it exists.
Also with the Foundry, the search on it's bugged and not working 100% correctly. Other than that, people need to click "become a reviewer". There are a lot of missions that actually don't have a chance of showing in the search list, because they're still in review. It takes 15 reviews for a mission to make it to the normal foundry list.
I have 4 missions in review at the moment. Of course that's mainly due to the fact that they're all KDF missions. I'll admit they're my first 4 missions, where I was learning the foundry setup. But it also means I'm reliant on the player base to go in and play/review these missions.
Of course getting people to do this is difficult. As missions in review have no reward.
And I can say from the few I have played and reviewed. The Foundry stories are superior to the Cryptic stories. You might run in to a full do nothing but run around and talk to people mission. IT might be a combat mission. It could be a mix of both.
And Cryptic does have a plan. Between content releases, they release more ships. This is to keep the player base happy and looking away from the fact that they aren't really doing much to fix the game. This is evident from bugs that have been around since launch. Or, like Defara, since LoR's release. So the basic premise of Cryptic's plan is, sleight of hand, "Look at the pretty ships you can buy. While we do nothing, except coming up with another poor excuse to make you go kill stuff for the next expansion." I can't even blame Cryptic for this. If it's stupid and it works. It ain't stupid. The fault here lays directly with the consumer, a.k.a. player.
As to ways to combat the boring periods of time between events. Meh, my advice. Log in, do your STO end game of doffing, admiralty and crafting. Then log out and go play a different game. Hell you could even switch over a toy around with the foundry.
I'd advise the former, play a different game. When Cryptic's metrics start dropping, they might pay attention.

1) Season release, new 40 day rep grind
2) Finish rep grind, event
3) Finish event, X recruit event

5) Here comes another season, new holding to grind!
I would not mind if we saw mid expansion/year mini-arcs that would expand on the quads a bit, like story arcs dealing with things that are going on in the different quads outside of the main story arc of the expansion. Like during/after Delta rising seeing them give us a few mini-arcs dealing with the many other areas an races of the quad, would have given some interesting content to do without it being really something people would feel they have to do.

Nobody's holding a gun to your head forcing you to to log in daily for some event. You want a break, take one.
league - only rewarding the good Players will annoy everyone who won't win anything. And only 2% of Players would probably participate. Rest of Players will just be more active in calling for nerfs. This would rather unsettle the community I think.
more Events...well I didn'T bother with breach Event as the Mission per se is bad - takes too Long and reward wasn't good enough. While Events certainly bring back Players, it has to be the RIGHT Events. Also while I liked the Crystal Event and the Dilithium reward, too many Events would affect the Dil/Zen Exchange. They could do a lobi reward for once...
A yearly minor Event to win a fighter rather than a full ship would be a nice Change. On Fed side, fighters aren't an issue, but KDFs have one (or two if you Count the Veteran shuttle) - and on KDF Roms you have two (or three).
The recruitment Events were great - especially with the account wide unlocks, which really kept Players buisy.
I do have 18 characters. Getting xp for them all means you cannot Play anymore. Sounds odd, right? But admirality gives so much more xp than playing.
An average ISA gives around 2k xp, an average Delta/Romulan patrol about 6k. Slotting 5 admirality Projects can give you 30k xp or more. So to efficently Level toons up, log in, do admirality, Switch toons - by the time I have finished toons, start new, because the first Projects will have finished by now.
Like Kirk didn'T like sitting on an admiral's chair, doing paperwork, me wants to fly ships. raise the XP we get when doing storyline missions, PvEs and PvPs. I used to PvP a lot. But you didn't get rewards or xp. with new spec trees introduced and XIV gear it suddently meant that I had to Chose between keeping my toons up to date or having fun.
And the choice was: Play world of tanks or armored warfare...

Very true...and they are working on console platforms with complete disregard for these items.
Add an end-game maybe? Like... just for example... a working pvp system that doesn't reward the idiot with his dad's wallet.
I'm fairly certain the sudden production of a lot of zens isn't going to spontaneously turn a weak PvPer into a strong PvPer. Pretty sure they'll still get eaten alive by people who actually know what they're doing.
Try another MMO...SWTOR is running a great DvL event for over 6 mo and EvE went F2P.
Not much happening here even with the stuff coming later October just another grind and not much content added. Worst no incentives or freebies...YIKES!!!

I'd like to see a PvE tied event that requires you to play through all the PvE queues. Kind of like a tour the galaxy event you can pick up periodically. You would need to complete each PvE queue to complete the overall wrapper mission which could then award extra dilithium, lobi, an upgrade token, or a random unique gear piece. Whatever award makes it compelling. It could be a continuous mission (frequency - not sure) but not a periodic event to get people playing different queues more regularly.

My personal opinion it's long past time to bring in some sandbox stuff to do. Visiting planets to do more than a patrol mission, real exploration, first contact, you know stuff to keep us actually busy.
If well written, that's as much work as any other new story episodes if not more work.

why would they do that? I mean, I know why you want it...but why would they DO it? It makes zero sense that this team at Cryptic would even entertain the concept, much less put money and time into executing it, and "Foundry PvP" runs smack into the problem of Borticus doesn't understand game balancing on any level, and he's the closest to understanding it of anyone currently working on the game.
The business model in action is that they can't apply even traditional "Counter/counter" game balancing because they have to sell more power to keep the lights on with every expansion. The detected problems this caused (and continues to cause) on the Server End weren't sufficient to stem this idea of ever-expanding powercreep, or even to encourage looking at some other means of stimulating sales to refill coffers.
Three or four years ago, your idea would have had real merit-then again, your idea was floated on the forums three or four years ago and gets floated two or three times a year every year, while being no closer to even being considered by the Devs.
The real solution is to reach to the button on your machine, and push it, stand up, stretch, and Go Outside. "Outside" is this magical place where you, (The Player) actually have some influence on what happens to you, including meaningful decisions that actually create new and interesting storyline threads when interacting with the actions of other players of "Outside", whose decisions also have real impact. The rendering is amazing to boot-forget the palate of colours on your screen, resolution in "Outside" is completely without grainyness or bugs, objects actually have surfaces and the physics engine is, well, perfect.
Which is why I said "I would love to see it", which does not mean it has to be done or not be done, but something i would like to see. If you have an issue with seeing it than I would point you to look into your own advice an walk into the world outside of the forums or even merely threads over telling other people what they should or should not suggest. An yes I actually spend alot of time in that nice world outside, but that does not mean I am going to stop suggesting things I actually feel would improve things in a game I enjoy.

Obviously, you've "Been there. Done that." Setting some goals for yourself ingame works when the Devs have nothing new to offer.

When we had specific rewards for STFs, everyone complained about not having enough of them and access to them. These were the only way to acquire MACO/KHG/Assimilated gear BITD. I kinda miss them because back then a player walking around kitted out thusly was someone who had earned the gear. Instead of getting the gear by playing a 'Click to Fill' Facebook clone.

Is this not an acceptable alternative to playing so much STO you've become jaded with it?

The Foundry Editor allows one to playtest a mission during construction. Yeah, the Foundry isn't something for everyone to tinker with. However it can be learned and used. I did it and if I can do so, people smarter than me can do so as well. Said group is about 95% of the current population of planet Earth.
