Recently leveled up my Klingon character to level 20 (now 22) and whether this is a bug or not, I am unable to turn in the mission to Chancellor J'mpok nor am I able to receive a ship token either. This is on on the Xbox On by the way.
In the Active Missions screen, the only options for this mission are Hail KDF, Make Primary, Drop, and Share. Only, Make Primary, can be selected on and off while the other options are greyed out. This is the same thing in the Captain Commands menu.
Of course, I am given an objective; Go To Qo'noS: First City as the next step.
After I beam down to the First City, the objective vanishes though the mission description advises to speak to Chancellor J'mpok. However, when I do speak to him, the only dialogue that comes up is; "Talk to the Battle Masters to find out how you can best serve the Empire". The only options I may select are Alpha - In Progress (current quest I'm on) and Exit. Thus there doesn't appear to be a way to complete the task.
I have heard that the ship token, if not given by Chancellor J'mpok to my understanding may have been given and placed into the Inventory or Overflow bag however I confirmed doesn't show up in either of the locations.
When I visit Ship and Shuttle Requisitions in the Shipyard, and attempt to claim a T3 Starship (or any Tier) there is no visible icon that verifies that I have a ship token to use. My only option is to either use Zen or Refined Dilithium.
Has anyone run into this problem and if so, any suggestions to resolve it?

Most people run into a bug where you can't use the turbolift in your ship, so you can't complete this mission either.
Append: Actually, "Test of Mettle" isn't even in the mission list in the PS4 version at least. We go straight from "The House Always Wins" to "Second Star to the Right, Straight on Till Morning." Seems yet another example of the localizing staff TRIBBLE things up.
Extra Append: No, beaming back up and down didn't do anything. I even went so far as to do the First City tour side missions to clear another mission... did nothing.
This is especially true. The previous missions before Temporal Ambassador aren't terrible with a T2 ship (granted I was using a Battle Cruiser) though those D'deridex Battle Cruisers are very nasty to challenge. But after completing Temporal Ambassador, I was of course awarded a nice T3 Klingon Battle Cruiser.
Humorously though after reaching level 30, the Commander promotion task completed along with the Captain promotion too. Ended up getting two ship tokens for both T3 and T4 ships.
