From my perspective, yeah. They like blatant and rampant money grabs. They've shown their disdain for the playerbase (and honestly, a lot of that disdain is deserved), but the playerbase has pretty much confirmed they'll take the abuse and keep coming back for more, so Cryptic has no issues coming up with more elaborate chance-based money-makers.
But if there's one thing Cryptic likes as much as cash grab promotions, it's putting forth minimal effort for maximum profit. This Steamrunner bundle belongs in that category. They're copying two ships from from the Steam Bundle and pasting them into a new Steamrunner bundle, and charging $25 for it. The updates to the Steamrunner skins are appreciated, but in comparison to the months-long process of designing new ships from the ground up, this is 'minimal' effort for maximum profit.
I don't see them putting forth the effort to further distinguish the products in the Steamrunner pack and the Steam Bundle. From a coding perspective, it's pretty much the same exact thing and would likely take hours of work to make the distinction. Financially speaking, it's literally cheaper to just copy and paste the ships from the now defunct Steam bundle, and put them in an entirely new bundle and charge $25 a pop for them.

No T6 version? To me its not worth getting the older outdated T5 unless the universal console is an OP defense that is a must have.
T5's outdated!? I disagree there.
If you have T6 starship traits from other ships and dont care about not having access to all the sweet T6 BOFF skills sure T5 is ok, but they are still lesser than T6.
And as for the comment made by @chitowngrizz420 about its console, the Resonance Cascade Modulator reduces damage to shields by 20% team-wide and completely removes shield bleedthrough damage. Both of these effects last 12 seconds. They nicknamed this the Team Fortress buff in its tooltip.
Thanks for the info on the console. Seems a little lacking for endgame tho with 2-3min cooldown for 12secs of defense and having to give up another universal console for it.
Seems strange to touch up the model and not give it a T6 Version unless that's coming later

thinking about this release unless there are plans to release a T6 version not yet shared I honestly think revamping the model and leaving it at T5 is a waste of resources. Resources that would have been better spent on ships that are going to be released as T6 or ones we want (Nebula/Nova/Luna/Vesta/Vor'cha/KDF-ROM Sci ships/KDF-ROM Carriers ect).

I can't see this ship selling very well. Why buy a T5 and then potential upgrade token, when you can get a T6 with better stats and a starship mastery trait.
Although T5/5U is still more than useable at End Game updating the model and leaving it at a lower tier is the same as updating any of the tier 1-4 ships. Once you reach the appro level most people will discard the ship and switch to a higher tier.
So surprise us with a T6 version not included in the blog. to quote Kelvin timeline Pike "I dare you to do better"

It was one dev (Marrone), he didn't revamp the model itself, and I get the sense that he did it because he wanted to.
The business side of this is getting the bundle out of the Steam marketplace (where I think it was no longer being listed) and into c-store (regardless of where this fits into your priorities, it's good to have accessible content.) There's no new console, no new model, no reason to treat this as a T6 revamp (yet.) It's just reshuffling merchandise and if one dev wants to use that opportunity to make a few small updates then why complain?

That way they'll be able to get some bucks from both T5 and T6. And the remodel won't be a waste.

To me this seems more like a case: "Wait, we have made these two ships, and we're not selling them anymore, because of some technical difficulties? Figure out how we can sell them again!"
There isn't really anythnig "cash grabby" about this, beyond offering a product for sale at all.
The worst cash grabs was the D7. Not a single model update, but put in a promo box. But it's doubtful Cryptic is making much money from that - the real money comes from the Connie. Where they at least updated the base model and added kitbashing options that simply didn't exist before. The T'Liss I believe got no direct model updates, but it benefits from already being a relative recent model and probably didn't need an overhaul - and it benefits from new kitbashing options.

You upgrade it like any other T5 C-store ship; you use an upgrade token.
There's one T5 C-Store ship that can't be upgraded to T5-U, the Ranger Temporal Battlecruiser, so their question is valid.
However, since Cryptic would upset a LOT of players if they didn't allow the Steamrunner to be upgraded, I wouldn't worry. It'll likely be upgradable.
Off topic:
I still wish the Ranger was upgradable to T5-U, I'd spend the resources to get an upgrade token to do it. It's a completely "worthless" ship since if you have any event ship (even T6 ones) you can use those at lvl 40. Add in that there are other C-Store ships at that level that can be upgraded and the Ranger isn't even on my list to play. Which is too bad since it's a great looking ship (to me) with an interesting console that can only be used on this ship.

And by skin you mean model. It is worth pointing out that this isn't that kind of update. The Steamrunner will simply be getting updated textures. It's not comparable to the amount of work they put into a T6 revamp. It's just a nice bonus.

To me this seems more like a case: "Wait, we have made these two ships, and we're not selling them anymore, because of some technical difficulties? Figure out how we can sell them again!"
There isn't really anythnig "cash grabby" about this, beyond offering a product for sale at all.
The worst cash grabs was the D7. Not a single model update, but put in a promo box. But it's doubtful Cryptic is making much money from that - the real money comes from the Connie. Where they at least updated the base model and added kitbashing options that simply didn't exist before. The T'Liss I believe got no direct model updates, but it benefits from already being a relative recent model and probably didn't need an overhaul - and it benefits from new kitbashing options.
There's one T5 C-Store ship that can't be upgraded to T5-U, the Ranger Temporal Battlecruiser, so their question is valid.
However, since Cryptic would upset a LOT of players if they didn't allow the Steamrunner to be upgraded, I wouldn't worry. It'll likely be upgradable.
Off topic:
I still wish the Ranger was upgradable to T5-U, I'd spend the resources to get an upgrade token to do it. It's a completely "worthless" ship since if you have any event ship (even T6 ones) you can use those at lvl 40. Add in that there are other C-Store ships at that level that can be upgraded and the Ranger isn't even on my list to play. Which is too bad since it's a great looking ship (to me) with an interesting console that can only be used on this ship.

And by skin you mean model. It is worth pointing out that this isn't that kind of update. The Steamrunner will simply be getting updated textures. It's not comparable to the amount of work they put into a T6 revamp. It's just a nice bonus.
