Borg Cube will never happen. Borg Sphere has a chance of happening, but it is more likely for a Star Trek/Wars movie crossover to happen. Borg Cooperative Sphere has a decent chance of appearing, but it could be restricted to a Borg Cooperative micro-faction.
It should never happen. The borg ships are all-360 degree weaponry and are designed probably to be exaggerated in order to pose a threat and resemble the technological superiority of the Borg. We should keep the Borg as a distant DPS-mark enemy- racist and xenophobic as f**k, but hey, "you will be assimilated."

Given how players get to fly almost everything form their opponents i'd say it is only a matter of time.
This program, though reasonably normal at times, seems to have a strong affinity to classes belonging to the Cat 2.0 program. Questerius 2.7 will break down on occasion, resulting in garbage and nonsense messages whenever it occurs. Usually a hard reboot or pulling the plug solves the problem when that happens.

By making them not game breakingly OP and tying that reason to whatever plot point you want to generate for why they are the way they are.

In this game? Where the Romulans were released as a faction, but NOT the Star Empire. Where Undine ships were put in a lockbox, but NOT as powerful as the Undine boss ships you fight in the missions. Where a Voth Bulwark and a Heral Iconian ship are flyable, but aren't the same power levels as the NPC bosses you fight.
Take your pick for whatever plot device exists to make the ship flyable. And seriously, look at the game's history for what level of power a Borg ship would have.

Well, we do that anyway in-game. We just call it "following orders" instead of "comply, mindless drone."

Liberated Borg have been in game since launch. And the Cooperative are a big part of the storyline. Also, when you fly an Undine ship, like the Nicor or the Dromias, not only are you not Undine, you're not even in fluidic space when doing it.
Whatever plot stuff needed to get your Starfleet or Klingon officer in the driver's seat of a sphere will handle the fact that you aren't a mindless drone. Just like your Romulan isn't a member of the Star Empire.

I remember people saying they would stop playing for many many things....lock boxes, if a TOS Connie ended up in a lock box....but they are still here.
At this point who cares, we have Time ships, and Ships from the future that are suppose to far more advance then anything we have, so at this point who cares if they make Borg ships playable....it's not a matter anymore if they will end up in a lock box, but when.

I don't see Borg ships being playable. Other than the Probes, it would be hard to tell which direction a Borg ship is facing. I believe even the Devs have said as much.
Also as to the Devs being able to fly Borg ships, gotta let the Devs have something of their own for special occasions. Take that away, what's left? A flying Q that shoots lasers from his eyes?

Game-breakingly OP is already the current standard, as we can see with DPS inifity Crystalline Entity events. So it will fit right in.
Undine Bioships can blow up Borg Cubes and even entire planets. Yet when I activate the Undine Bioship Stampede power on my Undine Bioship, undamaged Borg Cubes only recieve moderate shield damage.
Star Trek Online Advancement: You start with lowbie gear, you end with Lobi gear.
The only reason a Borg cube won't be ever playable is because of the size issue. It's just too damn big. It's the same reason the Ent-J won't ever be a playable ship. There's an upper size limit to playable ships where it becomes a pain in the backside to maneuver them because some mission content and social zones can't accommodate them. The size limit appears to be roughly 1km in length and width.
Now Borg Cooperative probes and spheres aren't just a possibility, I'd say they're likely. After all, we haven't had a Borg lockbox yet. I'd love to see a Cooperative sphere with four universal Lt. Commanders and no specializations. It could even have a pair of 180 degree plasma torpedo launchers to maintain that 360 degree weapon coverage feeling. Figuring out the front and back of the ship would be easy, just have a single engine trail coming out the back.
Just no Borg Cubes please.

I can imagine people blockading ESD with a zone full of Cubes... or other nefarious acts.

There are generally enough ships in an ESD zone to "blockade" ESD at any given time if people really wanted to do it. I personally have never seen this happen in game.
I would welcome a Cooperative mini-faction.

My two cents lean towards there will be playable Borg spheres or probes at some point. We can fly many enemy ships now so Borg ships seem likely to happen.
Would I get one? Probably not. I own some non-faction ships but almost never fly any of them. It just doesn't seem right that my toons would be flying anything other than faction specific ships. But that's just me.
