Most importantly, it shows up in the 25c version of the map and not just the 23c version.
Yes it still shows on the map, but the blog for the fleet holding says the station ended up in the past in a system that has not been discovered by the Federation or the Klingon Empire in the 23rd century.

Yeah, I think it's going to get shifted back since the surveyed territory was the location of Tangled Webs and is unexplored and mysterious in the 23rd century for that story.
I believe it's definitely possible. There's quite a few KDF, Gorn, Orion, and Romulan ships in the AoY missions that can be made playable that have not yet.
Would have to be ships that we haven't seen before since a Temporal Cruiser Retrofit is a Temporal Cruiser (T6) and we already have the Fleet Temporal Cruiser (T6) in the Fleet Shipyard. So there are Tier 6 versions and Fleet Tier 6 versions of all the 23rd Century C-Store ships except for the TOS Constitution. So unless Cryptic wants to create a Utility Cruiser Retrofit and Fleet Utility Cruiser Retrofit for the K-13 station, then it has to be completely new ships like whatever C-Store ship is coming out next.
I would love it, but I'm still stuck in a fleet of one. I'm the last member of my fleet (I should say fleets, my Klingon and Federation characters are in the same predicament).
Everything is so absurdly expensive, there's no way to get even basic functions in my fleet bases. It's really kind of depressing.
It is not that bad to get most equipment with solo or small fleets, you just need to get to Tier 1 and do the requisition projects. Then ask in NoP Public Service for a map invite to whichever Fleet Holding you need. All you need to provide is the Fleet Credits, Dilithium, and the right Fleet Requisition Provisions. Of course, this doesn't work for Fleet ships since that requires temporarily join a specific fleet.
As far as getting the basic functions, it is just a matter of finding the right Armada to join and making sure that the Tier 5 Fleets have a bunch of projects available for contribution.
I dunno what they might be, was just answering the question, the only Fleet holdings with ship selectors have unlockable ships.
The Fleet Station K-13 was originally a 23rd Century Starbase so it would make sense to have the same amenities as other Starbases that wouldn't be present on Bajor, Andoria, or Vulcan. It doesn't need to have unlockable ships for it to have a Ship Selector.

The Rising of the Delta is the best expansion ever, and people love it to death because it is a good day to die in the endless struggle for supremacy of your own conviction. (A spin off of the Delta Rising is the best expansion ever and all the players love it.)
I wonder if the holding might come with an unlockable T6 TOS frigate for the factions? A Saladin or Miranda, The Gorn Ddraig, and the Thrai Class.

The most recent unlockable ship was the Vorgon Xyfius Heavy Escort from the Summer Event since it is an account unlock ship. Dyson Science Destroyers was a grind ship from February 2014. The last free ship was the Obelisk Carrier in October 2013 if you don't count the numerous C-Store ship giveaways.
