I don't know if this actually helps or not, but when I was doing this chain on some of my other toons, between chain assignments I'd run just about every other Dominion/Jem'Hadar related assignment that appeared in my assignments queue. I was working under the theory that such assignments might be related to the chain assignments in getting them to appear quicker. Kinda like how Recruit BOFF assignments show up after you've earned so many points in a given Commendation. It seemed to work. Of course, I did have to go searching the quadrant for them, but they did appear for me rather quickly in succession.

It's pointless to suggest specific systems, the chain is located mostly in the lower section of the alpha quadrant, just fly around there and check every time the assignments change, don't forget to check the department head section.
It's really just dumb luck to find the rare assignments. Looking a few times a day when assignments change speeds it up obviously. It took me two weeks to find the second assignment in the facility chain on one character once.

The particular assignment OP is looking for took me six MONTHS to find on my Romulan alt.
has anyone seen mission 1 of 4028 lately. if so, do you have diplomacy 3 or 4.
in the past it has showed up instantly upon hitting diplomacy 3 but not with my new character.

It should be available from diplomacy level 2 or 3 onward.
This program, though reasonably normal at times, seems to have a strong affinity to classes belonging to the Cat 2.0 program. Questerius 2.7 will break down on occasion, resulting in garbage and nonsense messages whenever it occurs. Usually a hard reboot or pulling the plug solves the problem when that happens.

Regarding edge doffing, there are invisible sector blocks marked in bold on images below, each with different assignments sets. Procedure is to fly over the border and stop as soon as "current map" assignments change or sector change message shows on screen. If you fly too far and assignments change back to generic, pedal back, closer to border. Some sectors have very thin hot spot area so you need to be careful (best is to have doff window open on current map and keep an eye on it).

My Temporal Agent got it, and she's only barely into level 2 in Diplomacy. I've finally finished every one of the free chains except for 4 Colonization chains. I can only do a couple of those at a time due to limits on Colonists on hand and the fact that they tie up a lot of other DOffs for 20 hours at a time.
The key to any of the chains is perseverance. You have to keep hitting those borders and blocks to check for the roadblock assignments. Being able to log in during as many of the 4 hour blocks as possible per day also helps.
This is an MMO, not a Star Trek episode simulator. That would make for a terrible game.

When I look at the sector maps posted above, I don't see either of those two sectors you named.

I might check later when I get in game (if I remember, lol) but they might be referring to specific systems, not sectors. It's what I usually do, find systems that are close to borders and autonavigate between them, so I don't have to do it manually. It needs a bit of testing though, to find systems that don't take you too far into sector and revert assignment sets back to generic list.
Btw, afaik, assignment you are looking for is not tied to any specific sector border. It's just rare and can pop anywhere. Well, maybe not exactly anywhere as I don't think it pops in delta quad for example Map just shows you borders you need to check so you don't wander aimlessly between sectors.
PS. this particular assigment should pop somewhere in alpha quadrant. That said, I'm sure i have been finding some steps of "ghosts of jem hadar" in beta quad as well (after sector revamp). So, if you want to be completely sure you checked everything, you might try alpha as well.
I think part of the issue is that questerius misspelled the names. it's Hromi and Azlesa. Also they're exploration cluster names not sector names.

If so, that's not even a good suggestion to be looking for OP's assignment. Just tested it going from Hromi to Azlesa and back. You start with generic list, passing border between mempa and gorath sectors you get new list (as it should be according to above map) and stay with that list till Azlesa. Going back, you get new list on same spot and back to generic reaching Hromi. Two assignments set and one generic.
That said, if people found that assignments on this route it really shows it can be anywhere in Alpha or Beta quad. Maybe even Delta for all we know xd
Btw, one thing i learned over the years. If some rare assignment pops in one sector block, it can be there for days, maybe weeks, waiting for you. You could be searching all over the place but if you don't go there you may not be able to find it anywhere else. If you don't grab it while it's there, you could end up waiting weeks, maybe months, till it pops again somewhere...
One other trick is if you have searched each sector border without finding it, then perhaps it is another map instance. Change map instance and try again.

I've found some of the Ghosts of the Jem'Hadar chain assignments in the Alpha Quadrant nebulae, but not in the Beta Quadrant nebulae.

I found the mission one for 4028 today in the border of Regulus sector. I found the bribe the Ferasan on the border of the far left lower about 2 weeks ago. I think while somewhat annoying it's at least promising to know that most if not all of the doff chains are working again. I also found the bartender like the first day out and have finished all the alpha quad chains. Doffing has always been a favorite activity for me and the border searching sort of makes it more interesting!

I can't believe it, but I finally found this mission! I was traveling the Algira sector and found it north east of Devos. When I arrived and Devos, it disappeared. I had to backtrack to get it, but I have it now. I was starting to think this mission didn't really exist!
