What is the trigger for bribing the Feresan mission in the Ghosts of the Jam'Hadar?

I have been stuck on the fourth mission in the chain for a long time now. I have completed all of the other chain assignments. What do I need to do to find this mission?

    Ask someone with Cell ship for help - my Fed Romulan alt have been in the same situation, but then was able to access that assignment from the Trader on the its bridge.

    I have completed all of the duty officer recruitment categories except recruitment and i still cant can not find this mission!

    For me it just popped up while hovering at the sol system. The border area for the alpha and beta quadrant near sol is a hotbed for doff assignments.
    This program, though reasonably normal at times, seems to have a strong affinity to classes belonging to the Cat 2.0 program. Questerius 2.7 will break down on occasion, resulting in garbage and nonsense messages whenever it occurs. Usually a hard reboot or pulling the plug solves the problem when that happens.

    Check the top hotzone between Orias and Algira sectors. I always find that step there within two cycles (finished it on three AoY toons). Remember to go back and forth across the border to get all sets of jobs.

    I have tried Sol, Orias and Algira with no luck. I don't understand what the issue might be. I have completed this string on multiple characters, but can't seem to find this mission on my AoY toon.

    Cruise around the Breen homeworld. That's where I picked it up.

    None of these suggestions have worked yet. I have completed all of my other assignment trees and I am stuck on this one. I wonder why?

    I don't know about other people, but i did not find that assignment on any of my Feds from as long ago as Delta Recruitment event...

    I actually found this a few days ago just over the edge into the final sector block to the left in alpha quad. I looked for several months with my delta recruit and never found it.

    Do you remember what kind of mission this might be? I think it would be a tactical mission, but wanted to make sure I was not looking in the wrong place and might miss it.

    It's Trade Assignment - that's why it was possible at a time to get it from Ferengi Trader on Nandi bridge...
    I still can get it on KDF and KDF aligned Romulans toons (i think), but i did not seen it for long time on any of my Feds toon
    (last time i have seen in on Feds before Delta Recruit Event)...

    Btw. - I can't find any Consular Authority Chain Assignment on my Temporal Agent captain... did that got broken too?

    Edit:
    Wiki says the assignmet will use 10x Farasan Nepata Leaves - maybe if put them in inventory the assgnment will show up then?

    Found Consular Athority assignment, but still not seen the Bribe assignment....

    Here is an example of how to position your ship for edge doffing. not all internal borders work, but most of them.

    Edge doffing? I have never heard of that but I'll give it a shot. Thank you for the suggestion

    The sector space revamp broke doffing in a way that few can understand. But... parking on sector edges is a workaround.

    Nothing is broken. I've finished every doff chain on three different AoY toons over the past few weeks.

    Try several edges. One thing I forgot to mention earlier is that when positioned as I showed above you are just inside the sector. moving to be just barely inside the other sector gives a different list of possible missions. Why? different sectors have different stuff. Try all the sectors to see what you can find.

    Only what I wrote earlier in the thread. I consistently found this doff chain step in the top hotzone between Orias and Algira secors within two 4-hour cycles.
    Travel to Algira sector. Stay on the top half. Have your doff assignments open. Slowly, slowly fly across the border and stop within a pixel on the other side. Watch how the assignments change. If it's not there, slowly fly backwards and once again stop just on the other side when the assignments change. If it's not there, wait for the next sector update (max 4 hours) and try again.
    Of course I can't guarantee that you will find it since I have no access to the game code but these are the observations I've made since the sector revamp and I've done this particular chain on dozens of alts.
