I've been playing on Xbox One for only a week and I can tell.... lol
It's not unusual for productions like this to substitute footage from a similar production when footage for what they're reporting on isn't available. Considering that this is a VR-only game, the footage from the reviewer's session was probably unsiutable, considering how poorly VR tends to translate to 2D video.
This sort of substitution happens quite a lot, actually, it's just that the majority of the viewing public doesn't bother questioning where some of the visuals come from to begin with, for instance when an upcoming concert or awards show (that hasn't been recorded yet) is being advertised.

To be fair, anyone watching this and has no clue what Star Trek Online or ST:BC looks like might actually take that footage at face value. Theres a reason that in the gaming community theres been a lot of backlash towards companies like Ubisoft who present video of "in-game gameplay" at events like E3 only for it to be severely different upon release. People tune into these reviews and events to get an idea of what theyre going to buy. If someones talking about one video game or product while showing another. People are going to assume what they see is the product that is being talked about.

I get that this footage was a bit short, but... if they were gonna borrow from STO to pad the footage, they should have stuck to things that looked like they MIGHT fit in that game, rather than Stuff like Mol'Rihan and Kobali that obviously are not.
Also the full e3 trailer was 3+ min, the Sky clip show was 1:15-ish.... little padding would have been needed.
