I've been experiencing this problem for a while now, and it is getting exceedingly frustrating.
Whenever I am in any kind of intense space combat, I experience incredibly huge FPS drops.
It's especially prevalent when in combat with other players in the mix (not PVP, but, for instance, in PvE queues)
Here's my specs:
Win 10 Home 64 Bit
AMD FX 8320 8 Core CPU
16 GB Ram
DX Version 12
NVidia Geforce 950 GTX
Soundblaster X-Fi Go Pro Soundcard
I have tried everything I can think of. Changed every graphic setting, sound setting, even reinstalled the entire game, and it is still absolutely unacceptable lag.
I never had this issue on older machines, and even a machine that I have here for my daughter, with much lower end hardware, does not do this.
Any help would be greatly appreciated
By the way, yes, everything driver wise has been updated, as well, just in case.

It amazes me how they managed to optimize Risa to run so smoothly, but ESD still has crummy FPS problems.

I have the exact same problem. CCA craws at about 5 to 10 fps, on new Romulus I'm at about 10 to 15 fps. I've also noticed changing the graphic settings makes little to no difference. I have no problem running other games like GTA V and Fallout 4 at over 60 fps most of the time with high graphic settings.
It's a shame because I really enjoy this game, at least I don't have to worry about aiming in combat but my enjoyment of this game is being hindered by how jerky the frames can be at times.
I hope they fix this problem but I'm worried that the new graphical updates will make things even worse.
Here is an interesting observation I made based on my own computer, your computers and having played on a different computer. All of us have NVIDIA cards but when I played on a computer with an AMD card I did not notice the same amount of frame rate drops. I don't know if that configuration had any real impact but it was an observation I made.
Opening the GUI does reduce performance significantly as I believe many has experienced and observed. While as to why may seem obvious I did my little own investigation into the matter and it appears the HUD/GUI is rendered on a strict graphics card level. If you use the NVIDIA control panel and override the ingame settings of antialiasing (like applying FXAA) you will notice that this technique is even applied to the actual GUI and text.
Whether you tried this before or not, I hope it helped a little.
Thanks for that, it seems to have helped a bit, at least stfs are more playable now. I do hope Cryptic fix the issue with HUD/GUI. It's depressing how much it reduces the fps.
I've been running on DX9 for months now. Still doesn't change how poorly the game performs on maps like ESD or in maps with too many NPC's spamming abilities.

The frame rate does increase when the UI/interface is removed when i press escape my fps goes upto 80-90 fps on high settings. if criptic can sort the UI out this will likely fix the issues everyone is haveing.
It really is odd. Some of these systems being posted are newer and much more advanced than mine, but seem to have issues with Risa. Mine runs Risa perfectly fine on max settings, but some PVE maps and some social zones run choppy or like a slideshow.
I have the same card as you, little bit less ram, but I have the exact same problems. It's the game, not your system. It's old, and it's faulty. Cryptic for whatever reason just patches over it and doesn't bother to overhaul the code at all. I'm assuming their server code is an absolute mess.
What I have found that helps with a gtx 950 during large scale battles:
-Turn off Bloom in graphics
-Turn down anti aliasing in your control panel to x2
-Don't run the game in full screen mode, run it windowed maximized (The game crashes if you tab out in fullscreen)
- Run the graphics in direct x9 instead of 10 or whatever it defaults to.
It's not a HUGE improvement but it does prevent the slide show fps drops quite a bit.
It actually stopped my game from stuttering.
It's not a perfect solution but it is at least something, I think.
In terms of the UI, it wouldn't surprise me if the PC version gets an update, since building the console game from scratch has opened up a lot of options, like the incoming graphical update.
Wait what?! I was under the impressions that the graphcal update was already in cause I had noticed alot of thing different like the lighting for one and the shadow and reflections..And how darker the maps have gotten..Lets hope that this patch fixes the FPS as its mentioned in the patch notes..

Medium-level system here, saw similar drops in FPS on some maps. Especially Risa and some revamped ground missions.

What I found was that moving from DX9 to DX11 didn't do much, but disabling one option under graphics made a HUGE difference.
"Show high detail objects"
Disabling that made all ground maps move silky smooth. Give it a try and see if that helps

I run 50-60fps or better in Skyrim, World of Tanks, Need For Speed Most Wanted, WoW, you name it, all at or near maximum settings in 1080p. STO? Not so much. More like 40 in most zones and dropping into the single digits in Crystalline, ISA, and a few other maps.
I've even tried turning all of the settings to the minimum, and all that gave me was a really ugly playing experience with the same bad framerate. It's definitely the game, not the systems any of us are running, though I do note that the vast majority of us with TRIBBLE framerate are running Nvidia graphics cards.
