The problem with intentionally creating better, stronger, smarter humans is that pretty inevitably some people think of themselves as superior to other people who don't have the same advantages, and more deserving of privilege. Even though we don't have that kind of advanced genetic engineering today, we still have issues with the "haves" assuming they're entitled to things that the "have-nots" are not. At best, without a moral underpinning that insists that "all men are created equal", they decide they need to manage their "inferiors" for their own good. This is not science-fiction. This is happening in our lifetimes and it has nothing to do with DNA.

The equalizer is that we are all created human, all with human genetics and human souls living the human condition, and that human life in all cases has worth. That should be enough, but history and current events teaches us that this belief is not ingrained in each and every one of us. We as a global society actively practice eugenics every single day to decide who doesn't get a chance to live.

As allegory, the "Children of Khan" are unfortunately very much with us today. As such, I would be disappointed if STO treated the subject matter as just another bunch of bad guys to shoot up.

Yeah, that is quite true. It may also be why the story idea was scrapped, the team might have decided that the topic was too relevant to daily life.
