It was a Worf Episode, He and his son Alexander had a western Holodeck Programm , at the same time LaForge did a upload or Update of Datas Andriod Brain.
Something went wrong and Data was all over that Holodeck Program every single character including the gunslinger
worf had no Chance in the Stand-off against him because of Datas Reflexes, so he build a Personal Shield out of his
... his starfleet Communicator but i had only the strength to hold one Shot or couple of seconds
enough for Worf to shoot Data and end the Programm
Worf finishes making a simple force field generator with some telegraph parts and his combadge functioning as a power source. When Troi asks how long the field will last he tells her not more than fifteen seconds because the field is very unstable.
I'd prefer that they drop the personal shield and the armor out of the TOS portion as well (actually, neither really made much sense to me, and don't really fit the "lore" of Star Trek, but what are you gonna do, it's a game), but I don't think it'll happen because it would require a fundamental change to the game mechanics.
The whole combat system is based around having the shield and armor for defense against the weapons, instead of having a more natural (to Star Trek at least) stun/wound/kill sort of design, and adjusting the weapons, HP and other stats accordingly.
But that's all too much to try and work into a game, especially when players of other games are so used to the offense/defense set up. It would potentially be off-putting to non-trek fans.
Temporal Agents are beefing up the "TAS EV Shield" into something that can withstand weapon's fire...
Detecting big-time "anti-old-school" bias here. NX? Lobi. TOS/TMP Connie? Super-promotion-box. (aka the two hardest ways to get ships) Excelsior & all 3 TNG "big hero" ships? C-Store. Please Equalize...

I think it shouldnt be too hard to let armor and or shidl away from the TOS story line until it reaches the "future" and balance enemys so that u dotn eed PS

They could make it work, but Geko et al. are very determined that nothing that was in TAS belongs into AoY (see the thread about Caitians in AoY (there are none)) so they would shoot themselves in the metaphorical foot when they started to use TAS technology as a basis for AoY appearances.
No, the reason for that is that shields and armour are just a part of the game, it's hardcoded in. AoY does nothing but simply use different costumes and textures, it's still the same game (and as it looks a lot of wasted opportunity, sadly)

Of course it is what it is and of course I'll voice my pleasure and displeasure. Right now I think they didn't make a good call with the limitations they set themselves - I haven't seen much of the actual content besides a video from the tribble server and it looks very WIP still. However, as you pointed out, feedback on that scale is rather pointless as content wise the expansion is finished for a long time now.

For me, it's fine, an acceptable break from reality/canon.
That said, a possible enhancement would be to give the shields available in TOS zero shielding ability and a huge dodge chance and mitigation to counterbalance.
I find it to be a rather lovely form of gratifi-Caitian.
But I suppose you want a justifi-Caitian for my fabri-Caitian's.
