Lol I love the answer weapons...you silly tacs with your silly guns! My tac slots are full of universals as well my ship doesn't pew! As for the mandatory item...my Solanae Deflector is a absolute must I can't give up that part gen stat!
Plasmonic leech unless your running some kind of torpedo build. Honorable mentions: assimilated, bio infused circuitry, tackyokinetic, and romulan embassy consoles with exotic plasma damage.
Before the new ESD (and SFA) where you'd beam up quite a ways away from being able to dock again. I did forget to put Impulse Engines on my ship when I changed ships. Your max out at speed 3. Took me a long time to get back into range of ESD to have the dock button come up.
Sometimes I think I play STO just to have something to complain about on the forums.

I try to vary my builds so I don't get bored, but Assimilated Module, Cutting Beam and Fleet Neutronium are pretty standard for me. To a lesser degree, the Adapted MACO space 2-piece for torpedo damage.
Cutting beam mandatory? LMAO yeah maybe if you have a phaser boat or haven't either crafted anything or have an Antiproton build or the new episode reward turret (can't recall what it is off top of my head). I haven't used that cutting beam in ages the others can be boosted with your tac consoles while the cut beam stays pretty much flacid compared to those after being boosted and upgraded.
You know what I always want to have on my ship? Tac team, Science team, Polarize hull and Hazard Emitters, Eng Team would complete it but since its main abillity is a hull heal, it overlaps hazard emiiters. I am not saying these skills are mandatory, but they are basic systems. They take care so things can keep going.
For Romulans missing some power, the console from the valdore warbird is a must, the "Shield Absorptive Frequency Generator", that will give you a good chance to survive when you lack some power to shields in a fight when the rest is dumped into weapons or aux.

Assimilated module. Bioneural infusion circuitry maybe? I know it's on all my builds.
Assimilated module gets tossed pretty quickly if you buy a Tachyokinetic Converter. It's better at the crit stats, and turn rate is usually a better option than a small hull and power buff. It's the one Lobi console I would recommend to anyone for any build.
As for my "must have", that would be the Plasmonic Leech. Useful no matter what you are trying to do.
Not mandatory to be equipped on your ship, but I think it is mandatory to have Delta Reinforcements and Nimbus Pirates in your inventory. You'll never know when you'll need some backup.
I use the Plasmonic Leech and the Bio-Neural Infusion Circuits on all my ships, as well as one of those fancy-schmancy Conductive RCS Acclerators with the [ResAll] mod. They provide a higher turn rate bonus than the Fleet Neutroniums while providing the same amount of damage reduction, as well as an additional turn rate/shield hardness buff when you use a healing ability.
I also use at least one (sometimes two, depending on console space) of those Romulan Science consoles from the Fleet Embassy with the [Flow] mod to boost my Plasmonic Leech and the plasma proc for a little extra damage. I find I do quite well with that setup and don't really need any other fancy consoles or items to make my ship go "pew, pew, pew!" effectively.
The Iconian Resistance Space Set is also my go-to for nearly all my toons. It's just such a good set that I feel almost naked when I fly a ship without it!
There's a lot of things, The Power Tray sorted? Would probably be mandatory since it is so freakin' annoying when you switch ships. >.>
@Rattler2: Tovan Khev would be a good second place choice because he can NEVER leave your services since the new Boff system came out... He is the most annoying character EVER.
The Rising of the Delta is the best expansion ever, and people love it to death because it is a good day to die in the endless struggle for supremacy of your own conviction. (A spin off of the Delta Rising is the best expansion ever and all the players love it.)
I see some of you listing skills and things like warp core. Really? Skills aren't consoles/itmes. Second I said things other than the obvious like warp cores or shields or imp engines. Obviously you need those. I meant something else like plasmonic leech or cutting beam.
OK. I have plasmonic leech on all my KDF chars and not on my Feds. I do not parse and I am not a min/max 'er, also, I play overall on normal level. I see no real difference in performance between my KDF's and Fed's. For me, plasmonic leech is far from mandatory. If you want to have an answer, go look at the to 20 DPS'rs and see what they have in common in their builds. Do realize that it is only mandatory for them, for their way of playing the game.
