This might be a difficult question to answer, because some of you will have been playing your Republic character for a good length of time now, and in turn might desire something new, but I'd ask that you not think on that, instead think on the question with a fresh perspective. Imagine a time before the introduction of the Republic, a time when it was the Federation and the Imperials only. Imagine Cryptic came along and asked what faction you'd like to see added as the third (mini faction or full faction is somewhat irrelevant).
I know this wont change the outcome of what we have, nor will it likely change what is to come, but I am curious on the percentage of who wanted what.

On the other claw though I'd like to voice that I'd be happy about a second faction in the first place. The red side was badly conceived from the beginning, it's just a red federation of different members. I'd piture the Klingon empire and allies/vassals work vastly different. If every side had unique traits and unique gameplay STO could have reached for almost undying longevity of games like Dark Age of Camelot instead of being that mildly smiled upon intermezzo it is now.

With all the lockbox ships I'd love to create a proper ferengi and a proper hirogen. Problem with doing a fed alien is theyre too " fluffy" for most of the non-fed races. And kdf has limited options.
My second choice would have been an 8472 faction but only if it offered vastly different gameplay. I loved the romulan story line but once you hit end game it's basically playing starfleet in romulan clothing.
anyways, the dominion like the star empire will not happen, you are playing the hero and the dominion are imperialists, meaning they will conquer and oppress those they conquer, the RSE are also imperialist, what you see from the republic side as an officer will show you how depraved the RSE has become to accomplish their goals by any means.
Mercenary won't happen, there is nothing to be found in that direction. the Liberated borg would be tricky to do because of the LTS liberated borg option, to do such a thing would invalidate potentially one of the best perks one could have on STO when it instantly loses its value when anyone can make a liberated drone.
Been around since Dec 2010 on STO and bought LTS in Apr 2013 for STO.

We all fly the same ships. We all use the same weapons. We all chase DPS.
So how will adding yet another faction change this?
The game is making strides to get rid of two way gameplay...odds of seeing 3 way are slim to nil...
The question of which faction would be hard to answer...because we know Romulans have battlecloak and their singularity stuff...don't know if the Cardassians would be getting some special gimmicks or anything to make them stand out.
So it would be hard for me to answer without knowing the details...I can say I have little interest in Liberated...none really in Merc or Dominion...not like this game doesn't make it incredibly easy already to play like a Merc...can dress however you want and fly alien ships.

"He shall be my finest warrior, this generic man who was forced upon me.
Like a badass I shall make him look, and in the furnace of war I shall forge him.
he shall be of iron will and steely sinew.
In great armour I shall clad him and with the mightiest weapons he shall be armed.
He will be untouched by plague or disease; no sickness shall blight him.
He shall have such tactics, strategies and machines that no foe will best him in battle.
He is my answer to cryptic logic, he is the Defender of my Romulan Crew.
He is Tovan Khev... and he shall know no fear."
If I really want Battlecloak I have multiple Klingon options, and more than just BoP's...plus lack of Romulan options doesn't help...majority of their options are Tac based...almost every other option they have is a whale short of one Battlecruiser.
I'd say Cardassian but I know at the end of the day, just like Romulans they wont get a whole lot of love because they aren't Feds.
So I suppose my vote should maybe be for other...a vote for none of thee above?
What I want to see is a "Delta Alliance" faction which:
1. Any character (Fed/Kdf/Rom) level 55 or higher joins upon reaching 55 (part of Iconian story)
2. Places those characters into a single faction that unifies ships that are available, boffs that are available.
3. Allows grouping regardless of what your "original" faction was.
Basically, it lets you play out the main story of the game based on your "Role Playing" choice of faction, and then end up in the same place with full access to all content at "End Game" regardless of what you started as.
Mirror universe.
Red and blue have essentially become irrelevant. Since the Iconian war we are essentially on somewhat the same side. So many of the player base wants to play the villain side for whatever reason that it is logical to give to give them the Mirror universe.
This would create a reason for faction oriented queues again. It might also add to PvPrs want for content. If one cares about such.
There is too little information on the Dominion for source material. They were designed as a foil to Federation expansion. There is no way Cryptic will allow shape changers as a playable race. Same for the Undine. The Romulus star empire has no territory on the map and are essentially dead, just a floating random mob used to make Foundry missions and featured events when needed. The Cardassians are part of the Federation. True Way are just like the RSE above. Like the Kardashians, irrelevant and no reason for popularity. Making theme a playable race is fine. A faction would be pointless.

If anything i say cardassians among other species as a playable race like the caitians and ferasans i just cant see any new faction getting any better treatment then the KDF or RR which is a shame.

In the years before LOR came out, people wanted playable Romulan faction. We got the Federation, the Klingon Empire. The 3rd of the original main races of Star Trek, the Romulans, many felt (including myself) should have been the 3rd. And by 3rd I mean an independent faction, not a "half-faction" that we actually got.
Edit:
What I would like to see is that all factions become fully integrated eventually, with options to visit all social hubs, cross-faction teaming and maybe even cross-faction fleets or armadas.
As for my choice for Voth as a mini-faction:
It would be nice to have playable Voth medics (Sci), Spec ops (Tac) and Specialists (Eng), with the special abilities we see them use for each specific class, like a personal cloaking device, calling reinforcements (would have to be something smaller than the large robots they use though, maybe a special version of the mech repair thingies that can heal (shields of) allies?).
Medics are a bit more difficult as everyone can revive a fallen teammate, so maybe something like an option to revive yourself could be added. We already have all these things available for the current factions through kit modules, Voth could have these things as innate traits.
They could even make a special promo-version, something for lifers to boost lifetime sales: playable Voth Strike Commanders. These would have the same options as the other Voth, based on their career, but as an extra their innate trait would also add an option to call in Voth spec ops reinforcements once per 5 minutes or so.
I would renounce 'alliances' without a second thought, and thus no longer forced to be a part-time undercover agent infiltrating Republicans, KDF, and Feds.
