I feel that the radiation DoT proc effect of the Withering Disruptors should be enhanced by your Particle Gen skill in much the same way as the Tetryon and Polaron procs are affected by Flow Caps. This would make these weapons more desirable and useful. I don't think it would be too much of a stretch since your Particle Gen skills already boost other radiation DoT effects from other sources such as the Resolute star ship trait. I think this would make the 19k+ dil cost for each of these easier to swallow since the only reason to get them now would be the weapon visuals. Any other thoughts/constructive ideas?

While I am not against it (I'd actually like this) but I doubt it would happen. Not unless Cryptic will be willing to make other weapon-proc radiation to scale with PartGens as well (like Bio-Molecular and Neutronic procs).

I would think that each radiation producing weapon would have its own PrtGen modifier to maintain balance. For example the Bio Molecular would have a lower PrtGen modifier, than the withering disruptor, since its damage ignores shields. Same lower modifer would go for the Neutronic torpedo, one of THE best torps in the game, since it also reduces targets power lvls and Pwr Xfer rate in a 3km radius from impact. It would still make these other weapon types be a little more competitive with AP, the current king of dmg. I would also go so far as to say there should be tactical consoles that boost dmg types and also increase proc chances like the Bio Molecular Instability set bonus.
Correct, however since both of these weapons radiation DoT effects do not have any form of shield pen, shouldn't they get SOME kind of boost to keep them competitive with other weapon types? It would be nice to have different options in weapon selection than being keyholed into using AP just to get the job done the most efficiently.

Withering Radiation, which causes radiation damage based on the number of Withering Radiation stacks present on a target. Does X radiation damage per stack, Max 5 stacks, lasts for 60 seconds
Not sure where you see the debuff. However there is a question I still have about these... is it X radiation damage per second for 60 seconds per stack? I looked at it that way as it was not clearly defined by any of the descriptions. Can someone offer more concrete proof of this particular effect?
He is sort of right. It acts like a debuff where when it procs it applies a "counter" to the target. The next time it procs, it adds another counter and hits for x2 of its damage and so on. Each counter lasts for 60secs. It's not a DoT (I mistook it for one too) but a single hit per proc.
