When I try to open the pack I get:
[RewardPackOpenFailure] You have reached the limit of officers that you can have of this type.
Anyone got any ideas?

You can get her by donating at least $1 towards the Pop Culture Hero Coalition at the Groupee website. Check details at the URL listed below. The T6 Ship Bundle, I believe is sold out. You can get any or all of eight T1 Ships/Shuttles including an exclusive Mirror Danube Shuttle. Since over $25,000 has already been donated, you would get the Epic Level Photonic Leeta Tactical/Intelligence Boff. You need to check the current status though.

I play via Steam, and this is the method I used to acquire all of the goodies including Leeta and the T6 bundle.
EDIT: You can still donate and receive a Leeta, as the drive is still going on. However, the T6 bundle is sold out.
Unfortunately the Mirror Danube seems to be gone as well (says "SOLD OUT" but you can still select it, I don't know what happens though).
Other T1 ships are quite a deal ($1 each, they would cost $5 normally).
I said this in my previous post. Insisting this is the cause of your problems isn't going help resolve your problem, since it isn't factual. There has to be something else that is doing you from opening it.
You can claim it more than once since it is boxed... seems all these promo items can be claimed as many times as you want as long as you dont have it on your roster (ships). He probably has more than 1 copy of the boff, so he cant open it.
