Since this is a "Federation Carrier," make it a true carrier,
give it FOUR (4) hanger bays.

Let me stop you right there (I've been preparing an explanation for a comment like this).
The reason modern day carriers have no weapons suitable for engaging other warships like destroyers and cruisers is that the greatest threat to said carriers is not other ships, but anti-shipping missiles and aircraft, carrier-based or otherwise. To add naval guns on to a carrier would increase weight by an unnecessary amount for the role it is intended for - long-distance aerial support. That is why you don't see the gunnery systems of a cruiser or destroyer on a carrier. The close-in weapons systems (CIWS) of a carrier (usually a Phalanx CIWS and/or Sea Sparrow missiles) are it's weapons.
STO is different - the biggest threat to carriers in-game is other starships as opposed to fighters, since they can be dispatched with relative ease by the weapons of the original vessel (in this case a carrier). Deliberately handicapping a starship by making it's primary form of damage capability groups of such-easily-dispatched fighters is asking for trouble. Not to mention that carriers in-game are very similar to science vessels, and thus are very capable of unleashing hell by means of exotic damage.
Add to that the hangar pet nerf of Delta Rising (since frigate pets were dealing considerable portions of a player's damage), and you have an explanation as to why more hangars/fewer weapons does not mean that carriers will be able to reflect their "traditional" naval role.
All this was made with the assumption that you have little or no naval expertise, and I may very well be wrong with that.
TL;DR: The biggest threats to carriers in STO is other starships; hangar pets were nerfed some time ago to reduce the effectiveness of hangar pets. Therefore making hangar pets the main source of damage for a carrier is never going to go down well.
Soooo...its been what? Two weeks without any real updates beyond Omega being our design? Curious when this will be moving forward to the next phase....
We'll probably know by the end of the month - the design is likely being rendered with the in-game engine, as well as making sure all parts fit together without overtly obvious flaws/clipping. You might be forgetting that two weeks is not a great deal of time to get a hell of a lot of stuff done when it comes to polishing and implementing a new design for a ship.
null I get the time to develop bit, and being someone who is beyond thrilled to see this ship coming to fruition I don't want to rush that. Just surprised that there hasn't been anything said. Then again I was assuming the build portion would be about seating, weapons, hangars, etc.

But we can still blame the former president of Earth for the current administration's shortcomings, right?
