Well this is blunty honesty! It's stupid! You do not get the full advantage instead oh, well sorry! 99% it is BASIC LOGICAL COMMON SENSE! I am very sure I am not the only one who thought when you bought the Presidio, Concorde & Geneva ships & looked Oh, Regenerative Integrity Field! Well I can not get it...Really? I am sure many STO players shook there head & saying that's stupid! I do not blame any STO players getting MAD because it is stupid! It makes no sense at all. It's cheating people out of there money that they can use the fully advantage of a ship due a stupid reward one time deal.
The one time rewards are just it, rewards for people playing at the time the awards were given. Those who chose not to play the game during that time, or have yet to start playing the game simply miss out. It is like going to a basketball game a month after the free T-shirt night and expect a free T-Shirt.
Some of claimed that Real life events got into the way of earning the reward. This has GOT to be the biggest load of Horsehockey ever said. You are basically saying that STO is the priority thing in your life and everything else is getting in the way. A few years back when my wife gave birth to my son, I was NOT next to my wife saying "Hurry up and push, I am missing out on a double dil weekend"
Last but not least, none of us discussing this topic on the forums are decision makers in this game, we can yell, holler, scream, at each other all night and day long, but it is not going to change the fact that what ever consensus we come up with, nothing will be accomplished.
If Cryptic has Featured Re-runs for people to gain those special rewards, I for one think that would be fair.
I have nothing against making the "exculsives" less exclusive, just not the lobi store for gods sake, put em in something else, but not the lobi store.
Would be great to have this available for players who missed the anniversary event. We already have the Advanced Obelisk Carrier, Dyson Science Destroyer, etc.
As someone who has it, I don't see why not. I don't really understand Cryptics decision to make all event ships exclusive. (How they discontinued the previous summer event ships, and might do the same to the winter ones, etc.)

As others have said, they could at the very least put the warp and singularity cores and special console that comes with it in the lobi store by themselves.
The free version of the Obilesk we got as an episode reward can't be upgraded to T5-U, I've checked.
Though, what they did was make the free version require Tier 1 fleet spire and cost 2 fleet ship modules and 20k fleet credits. This is exactly the same as the free version we got from the episode but it can be upgraded to T5-U.
I'll take whatever is available, let go of what isn't available. Console or not, I won't be spending over $200 on 1 ship. Put the consoles in there if you need it for a set.

What is in the lobi store is an advanced version, which is basically fleet level (10 console slots; 11 at T5-U) http://sto.gamepedia.com/Advanced_Obelisk_Carrier
