Actually, it was Berman that dumped the Space TRIBBLE into it last minute season 3. Manny Coto, who ran the show in seaeson 4, had no control over it. He was just given space TRIBBLE to open his season with and had to run with that. All things considering, I think he did a good job of finishing that mess.
The Temporal Cold War was a good idea in concept, it was just very poorly executed on the show.
The way I heard it, Manny Coto put that in and Berman just let him, because hell he didn't have a plan for the second part anyway (Coto was already on staff in season 3 and is probably why the Xindi arc sucked less than the TRIBBLE before it).
And I think part of the reason they didn't reuse the Relativity is because they wanted costumes that looked less Star Trek-y but also because the Relativity bridge is actually the movie Sovereign bridge with parts of Voyager's sickbay grafted on. I'm not sure they had access to the sets.
People tend to forget this now, but the first two seasons were just called Enterprise and not Star Trek: Enterprise in some weird "It's a prequel but it isn't!" idea. Possibly this is where the idiot Damon Lindelof got his idea to ruin Alien: Engineers and turn it into Prometheus. So thanks for that too, ENT!
So that's probably why we got Daniels in a gimp suit instead of future Starfleet.
They will probably store it in some vault somewhere outside of time and space, because if the Annorax were to ever be destroyed, there's a fair chance that all time incursions are undone.
