Ive had this issue for awhile now, and I have no idea how to fix it. I get get past the launcher, but after that, the game freezes, I cant even get to the character selection screen.
(Sigh) This is very discouraging. In the past week or so, after a 3 year absence and against my better judgment, I got back into STO again, and was really enjoying it. The game has certainly grown, and I'd really like to get involved again.
Now I can't even log on - I'm getting the same GameClient.exe not responding message everyone else is reporting after downloading the patch. I've read several threads, including the above link, and no one seems to have an answer, at least one that this born-again noob and computer semi-illiterate can discern. I hardly think anything in my crappy 2-year old laptop with Windows 7 is overwhelming the system.
I'm not ready to give up yet, I'll check back a few more times to see if this resolves itself. But I do kind of feel like someone threw some cold water on my enthusiasm.
i had this issue a while ago, sometime last year and it was persistent and frustrating. arc's response was as follows (the second option got the game working - i'm not sure when but sometime in the last few months it was fixed. NOTE that re-installation didn't work either):

Thank you for contacting us. There is a chance one of your files may have been corrupted in the process of patching.
Please try to "Force verify" the client files by following the short guide I've outlined below:
1. Shutdown your PC and wait for a few minutes before restarting it
2. Shutdown all non-essential (including browsers, downloaders, instant messengers, gaming related software) applications running on your PC
3. Launch the game via Arc
4. Click the "Options" link located at the upper-right corner of the launcher
5. Check the option "Force verify"
6. Click the "Save" button
At this point, the launcher will manually check each file against the server, and if it finds any discrepancy, it will download the correct file. After this process is completed, please login to the game and test if it is working as intended now.
If the issue persists, please try to launch the game directly, here's how:
1. Shutdown all non-essential (including browsers, downloaders, instant messengers, gaming related software) applications running on your PC
2. Go to the installation folder of the game
3. Right-click "Star Trek Online.exe" and choose "Run as Administrator"
I have tried everything. Still nothing. I can try updating my graphics drivers. I just don't know what to do. Never had anything like this happen in any other MMORPG that I've played.
Update: I updated the drivers on everything still says that my display driver accelerator has crashed on windows 8(R) and the loading screen just freezes and the game stops responding.
to be clear this is an arc related issue and not with STO or PWI. My experience has been if you submit a trouble ticket (through the arc website) they will reply. and rather quickly.
My issues are very similar. It started after the August 20 patch and has been consistent all along. When I transfer to any toon that is in the sol system/ESD/academy, the game will generate a "not responding" error in task manager and I have to manually end task and restart the game. Gameclient will also go non-responsive if I change sector maps on any toon, not just those in Sol system. As I said this has been going on since 8/20, so it has nothing to do with the Boston network snafu that occurred about a week later.
I think it has more to do with ESD/academy maps than network problems. I have 4 toons in the Fed academy and they all consistently go non-responsive when trying to transfer to them. I have 3 toons in Romulan command center and 1 toon in Klingon academy and they have no problems, just the ones in ESD/Fed academy.

GameClient.EXE (Not Responding) acording to task Manager.. I just had one toon that crashed 5 straight times while changing from DS9 to Sector; Sector to the Mining asteroid, From the Mining Office to the Rare Vien (Daily), back to the office, then back to Ship.
SAFE MODE launch does nothing, it still crashes; DX settings do nothing; Still crashes.. The LACRS Screen ususally stops at 40.12 - 40.86 range; if that helps, but don't think it's relevant.
Lost 10,000 dil on the rich vein due to the "alleged" cyber attack.. I had 480 points with 28 seconds left, then BOOM !! Craptic's servers blew up.
This frequency is all new to me.. Never had this many failures before they "resolved issue with map change issues" in the last patch when "Midnight" was loaded and live.
I have opened several Support tickets in-game, but will probably set by the way-side with the "alledged" 3,475,986 Support tickets opened in-game..
Totally ridiculous.. Or if I may borrow a name.. Nothing but total "Ridiculousness"..

I get the same error message, tried force verify and complete re-install, gonna try safe mode next, i think it may be that the latest patch has somehow made the game incompatible with windows 10 which as a windows 8 user i got "upgraded" to recently (though sto was running on it fine till most recent patch).
EDIT: safe mode at least let me get into the game. where i got a message saying my graphics settings had been reset to default. i'll update if I find anything more.
EDIT 2: ok dont know if this is relivent, after i got into the game in safe mode, i put my display settings back to normal and then closed the game. I then restarted the game without safe mode and it did let me in this time (though it was a bit slower than normal but that could be my ip) so looks like that might work. masterninja98 if you haven't already tried this give it a go.
