Reman shields, upgradaable without any Dil cost?

As title says.
I am not sure but I was pleased to see my dil amount remain the same I THINK after the upgrade.

Potential bug needs verification

    Was it the Reman shield you get from the Romulan reputation or from the episode 'Coliseum'?

    Which is it though? Romulan rep or episode reward? It's possible the episode reward is allowing upgrade to Mk XII like newer items from recent featured episodes. Don't know.
