This thing has become routine. (seem to Starfleet the old and weak, as was said in the series and in the movie Star Trek: Insurrection).
You need to renew with a great ship science / tactic. Please at least.
Do something unlike anything that has been done !: science consoles (5), tactical consoles (5), engineering consoles (2), fore weapons (4), aft weapons (4) and devices (3).
But if you use the right brain, may make changes to the Odyssey (T6).
I can say that this is much pretension on my part. But the idea is great.

But cruisers with a 5/3 setup still get cruiser commands. I don't see that as a reason against a sci ship with 4/2 weapon layout. Heck we got that scimitar precedent of a ship getting a 5/3 layout (which is cruiser territory), a commander tactical AND a hangar pet.
Also rom ships don't get cruiser abilities.
Yeah but Sensor Analysis isn't really sci ship exclusive either. We got ships that got that AND cruiser commands too (with 4/4 weapon layouts no less!). My point is, i don't want additional weapon slots, but shift the existing ones. Instead of a 3/3 layout, getting a 4/2 layout is hardly game breaking considering some of the other things we have.
I mean look at the vesta. That abomination gets everything all other sci ships get just an extra hangar and some special cannons.
1) They make 2nd deflectors (and fleet ones) and most of them all add more DPS. The Solanae one being the exception which actually boosts shield drains.
2) Most of the ships they release are all escorts and cruisers, and it has gotten boring.
3) Most consoles they release are all +dmg (inclusing part gens), +res, and + heal, everything else to hell.
The new science consoles are a step in the right direction, although those once again boost damage, but at least it's science damage.
How about those same consoles, but boosting power drains, disables, or confuse?
How about another 2nd deflector that boosts either power drains, disables, or confuse?
How about more T6 science ships that traits and consoles boosts power drains, disables, or confuse? (The Nandi goes back to +dmg and + res, same thing as always)
How about more T6 science ships with 5 science consoles FOR ALL FACTIONS!
How about some reputation sets made for science with a +50 boost to power drains, disables, or confuse? (The Solanae is a part gens boost so more +dmg priority)
This one track mindset of boosting and releasing the same things over and over for science (+dmg [incl part gens], +heal, +res) gets boring quickly. Frankly, I was surprised such a nice science console (Tachyon Platform, trait, 3 console bonus) got stuck in CRUISERS, REALLY?!?!?!?
I kinda expect that eventually they make a Tier 6 Vesta, copy & paste the stats on a KDF and a Romulan ship, and we got the ultimate Tier 6 Science Vessel for everyone. Whether they make it 3-cross-faction-pack or a 9-cross-faction-pack I can only guess.
Give the Romulans a Dauntless with Romulan Materials, and the KDF one with Klingon materials. No cloaking device probably, and the Romulans might have to deal with needing a Warp Core all of a sudden unless they tweak that, but the Romulans have that problem already anyway whenever it comes to lockbox/promo/lobi/event ships.

Listen to reyan01 - way too many science captains try to turn their ships into pseudo-escorts. But sci ships are wonderful as they are the only ship you can use your tac consoles for unicersals without loosing your damage potential

I honestly think it's a farce. But it should be fad, unfortunately.
They forgot to turn that part of you descend the planets and do research or a mission. As in the original series and Next Generatios or Voyager or DS9.
Where then these missions of five years in space, or discover new civilizations where no one has gone before?

I think on their own, they will do exactly nothing. Gravity Well or Charged Particle Burst (hah, is anyone used that one) don't make exploration.
Let's pretend there is an exploration system at that point in the future - do you think Science Vessels should be best at it? Will we then get a "Sensor Rating" Race or something, and people bragging about scanning 5,000 anomalies per minute according to their exploration log parser?
We've been fighting this fight for years since Science's massive nerf from about 2010 or 2011.
In today's STO, there is nothing wrong with a Science Vessel's damage output. All the increases towards Particle Generator, Particle Manipulator, and many other things have seen to that.
There is nothing wrong with CC. Tractor Beams, Gravity Well work perfectly.
But the stuff that was nerfed ago, subsystem shutdowns, disables, etc., have made large portions of Science useless. Viral Matrix, Photonic Shockwave for instance was rather useful when the game was new. Now? They're useless abilities. The removal of "Team" shared cooldowns (TT, ET, ST) saw to it that shutdown abilities were truly killed off in PVP.
The subsystem lockouts implemented also adversely affected Phaser Proc. When this game was new, there was no Phaser Proc / Subsystem Lockout. Before the shutdown nerf, Phaser was, IMO, the best weapon in the game for PVE and PVP. Nothing like a whole team of Feds firing Phasers randomly shutting down subsystems with no lockouts. Taking that kind of fire and surviving it in PVP was an artform. In PVE, it was chaos to the target. Ever since the nerf, Phaser Proc has been a joke.
Scramble Sensors used to be much more powerful in both PVP and PVP, but again, that was nerfed years ago in 2012. You'd be lucky to even hear of someone using this ability today, and in all likeliness, it was a failed experiment.
You are correct that the Secondary Deflectors cater towards only DPS and not improving other Science ability aspects. I had suggestions long ago for Secondary Deflectors variants to increase the effects of other aspects of Science. Stronger Drains. Stronger Disables. Better CC. Better Shield Heals (Shield Emitters does fall under Science skillboxes). Stronger Shield Capacity (Shield Systems is a SCI skillbox). Stronger protection against these Science Debuffs. Etc. But it was just that. Suggestions.
Don't look with too rose-colored glasses here. Yes, many powers have become less useful in PvP than they once were, but most of them weren't really good in PvE like ever.
The Borg always had innate resistance to various control/confuse/placate effects, for example. Since they were what most endgame missions were about for a long time, Scramble and the like was never really much to write home about it.
That didn'T change much because NPCs mostly got buffs in their health, not their firepower, so what if they shoot at each other or at least not at you? It almost makes no difference. It just was never very impressive.
Photonic Shockwave for a long time was a good damage power if you could get through player shields. I don't think it was ever much to write home about in PvE. Unlike most exotic kinetic damage abilities, it does respect shields, and that is making it a lot less attractive. ANd of course - NPC bag of hit points really need consistent damage more than spike damage. The stun effect was not important for NPCs and only good against players.
The energy drain system was never really balanced. It's just too powerful if it works, and not powerful enough if it doesn't. ANd "working" primarily means - shutting off shields.
Charged Particle Burst (together with Photonic Shockwave) once was awesome in PVP, because there were no (shield) drain resistances back then. Now there are. But against NPCs, it was the bag of hit points problem again. NPCs have lots of hit points that keep them alive, while PCs only had resistances and heals. CPB (and Tachyon Beam) thus was a part of viable science builds in PvP, but in the end in PvE you were always better off with real damage.

There's a reason the meta has been the same for so long, neglected abilities have been useless for years (in the case of things like MES or Aceton Beam, since Launch), and gameplay mechanics have been dumbed down or turned upside because of one thing, and one thing only.
Power Creep.
Why?
Because Power Creep sells. People want their purchases to be more effective, and the best and easiest way for the customer to see that/Devs make it happen is to increase the pew pew and big orange Damage numbers.
We'll never see a fundamental revamp of gameplay or abilities because it's simply not worth it to them. They're making their money from selling people more and more powerful ships - singular focused or not.
That's why things like Subspace Sheath don't even work with Torps. Should they? Absolutely! Why don't they? Because the code for Torpedoes is (according to the Devs) borked to not interact with such buffs and it's not worth them putting the effort into doing because the vast majority of the playerbase doesn't care or doesn't use torpedoes
Get used to the Tac/Energy meta, it's here to stay. Cannons may get a fix at some point, but that'll just reinforce the Energy Weapon and Tac-focused ship releases
Your memory was a bit off. Early on, Science's abilities were much stronger in its effects. I'm not talking about damage. The debuffing, effects stuff was considerably stronger. BEFORE all the nerfs to their effects. BEFORE the effects lockout timers were implemented. BEFORE more innate NPC resists to them were implemented. BEFORE skillboxes at the lowest tiers resisted more easily higher tiered abilities, or worse abilities based on Science's highest tiered, most expensive skillboxes.
Back when Gravity Well's damage behaved differently (it didn't bypass shields originally but if there was any opening, your hull was crumpling quickly). Back when player made Tyken's Rift was WAYYY stronger. Back when the disable effects from Photonic Shockwave & Tricobalt explosions were longer.
I will concur that the improvements in NPC health didn't help any and further enforces the need for more damage and not effects-based Science play. This was more taking place from Delta Rising onwards and not before. All the nerfs and implemented mechanics from years prior to easily resist Science effects irrevocably hurt Science.
Science's best days was in STO's 1st year. Because in 2011-2012, it got a long series of nerfs and game changes that crippled a good portion of its abilities.
But even today science can be quite deadly. In kerrat i can spot cloaked vessels from 30-50km out in my sniffer nebula.
Close the gap unnoticed because of MES, stop the cloaker in its tracks and unleash hellfire.
Through the romulans with their jumps sometimes get out of the snare i cast, but then again kerrat is rarely 1 on 1.
Lol, I completely forgot about snooper builds. Those work nicely. Did we get sensors/part gens hybrid consoles?
I think many have forgotten they exist, but i don't mind.
I haven't checked the new research lab, but i think either the romulan embassy or spire have some combined consoles which benefit snoopers.
