Crash with error:Connection problem

Here is what it says exactly: Unable to establish connection to Patch Server. Please check your internet connection. If the problem persist, please contact Technical Support. I have restarted Steam, restarted my PC and yet this error pops up. And also, irrelevant to the topic, I'm having lag several times. Setup a south EU server.

    I can't get in either. I fear it may be a server falling over.
