Its not limited to just no tops. I got 2 of the hawaiian shirts and I can use the tank top. Also it can be found under the Off Duty - Bare Chest category. Got an outfit set up with "Blue Jeans" and a Vaadwaur belt and "Cowboy Boots"
Blue Jeans = Standard loose long pants colored like jeans
Cowboy Boots = Sierra boots colored brown
I can't take it anymore! Could everyone just chill out for two seconds before something CRAZY happens again?!

Okay, so maybe you can't change it;s color, but then the "standard" Starfleet Tank Top was always grey (i.e. Voyager series) And perhaps they should have allowed for navy blue as well?(Enterprise series)
Provided you have one of the cheapest swim suits available (the bikini for Female toons) You can use it in the swimwear separates section.
BTW I noticed that when I bought the "String Bikini" and "Flower Accents" for an Alt, it actually gave me the option of adding a "flowers" pattern to the Bikini Top in the Separates section. Not sure if buying the Floere Accenst is necessary even (needs verification?)
Off duty wear. Set upper category to bare chest. The standard gray tank top was a freebie Cryptic gave to everybody. Sadly you can't change the color, but it's still a nice shirt. (Also the tank top is available for beachwear separates category)

The tank top is awesome. Pair it with pants, a belt, a shotgun, and you're an action star.
I've gone with red Explorer shorts, mercenary belt, and Enterprise boots. With dual phaser pistols. Yep, I went there.

To answer the other part of your question, both the Risian Explorer and Risian Beachcomber packs include the Explorer top. It's not listed in the Beachcomber pack, but it's the same top for both.
There a small clipping issue that happens with the tank top.. minor thing might get fixed, but there are other things need fixing.
Be nice if it could be recolored..
Be nicer if we could decorate it with Faction of Fleet logo's on the front or back.. Awesome would be things like An academy Logo with the wording "I survived the Kobyoshi Maru"
Klingon academy/command college logo and "A Warrior Tradition"
Yep, need a tee shirt and silk screen shop on Risa.. a print while you wait shoppe.. Maybe at them tents with the Dabo table tween the islands??
I think there was a hint somewhere that there might have been some plans for the tank top, but as we all know the server code damd near came crashing down before the summer event. SO I strongly suspect that the tank top almost didn't make it into the game anyway. It's one of those things that just feels unfinished...WHo knows maybe during this first week of the event somebody might have continued work on summer stuff that wasn't initially included.

Id argue you should feel silly building sand castles period.
When you start feel silly for building sandcastles you are finally "grown up". Congratulations for being boring and feeling awkward every time you could have fun :P

While nadizja's interpretation may be actually true, "being grown up" holds a certain implication one shouldn't settle for, in my opinion, and "feeling silly" for building sandcastles falls into that category
One can argue wether or not the activity in STO is sufficient, I like that there's a Risa part since it was also prominent in the shows and I also think it lacks a lot of activities. The dancing, for example, is the only activity I don't partake in because waiting for a command and typing it isn't really what I can remotely define as fun. The castles are quick enough and add a little flavour, of course the most fun is zooming around on a board or floater
