My suggestion is, lets lighten the load and make use of that Gold Member perk of priority access to server and lower the cap on logged in users.
It's a simple idea, it may or may not work, but it could be worth a try.
How this would benefit silver members is that(again if it worked) when logged in your game play experience would be smoother and more enjoyable to play, it should only really affect people at the busier time of day.

So, I'm actually going to counter-argue myself here a little, just had the thought, that we've tested on tribble and the lag is there too, but who knows how the amount of people connected to holodeck affects the connection to tribble. That said, I'm fairly certain we've seen the same on tribble, during holodeck down time.

This is an extremely sensible idea and does reward those who have supported this game with Gold membership.
You pose an interesting idea, however I don't think that this solution will help most of us. Here's why.
1) I play SWG at high-traffic and low-traffic times of day depending on my work schedule and whether or not it's the weekend, and during all day/time slots I experience game-breaking lag. If reducing the total number of people logged in was a potential solution, then we'd have to reduce server population by a dramatic amount before we'd feel any impact...and believe me, we would have many people complaining about it in the forums.
2) The launcher is laggy (just an FYI, I do not use the ARC client to run this game on my desktop). What I mean by this is that I go to my computer desktop, click on the "Star Trek Online" icon, and the launcher pops up....however the "Log In With Your Account" portion of the launcher, the area that allows me to enter my username and password, takes about 30 seconds (I just now timed myself, and it took 31 seconds) for the "Loading. Please wait" message to disappear. Before the 5th anniversary event, this would only take a max of perhaps 5 seconds. The launcher lag is a mere annoyance and I can live with it, but it's related to the lag that I experience in-game because they both started at the exact same time (again, the 5th anniversary event). And in the case of this launcher lag, it occurs before I can even log into the game, thus I find it unlikely to be related to server traffic.
3) When I play Crystalline Catastrophe I begin to lag immediately when I load into the STF, and the lag persists (often getting worse) throughout the entire STF. Now, on occasion, I've experienced short periods of lag-free playing when my character dies, where I'm able to fly around without lag for maybe 5-10 seconds immediately after respawning, but shortly afterward the lag returns with a vengeance. HOWEVER, there is one situation when the lag in the Crystalline Catastrophe STF stops completely and doesn't return for the remainder of the STF, and that is: after the Entity has been defeated and most, if not all, of my group members have left the map. If anything, this lag might be related to the number of players/enemies currently in the STF.
So...I do appreciate your thoughts on the issue...by offering a possible solution you've done much more than Cryptic has...but unfortunately I don't think the proposed solution will have any impact on game performance.

I'm a F2P person, and here's my thoughts on this.
From what I've seen, there's a time with minimal lag; that time coincides with a time when a lot of people in NA have gone to sleep and people in Eurpoe haven't logged on yet (as a generalization, of course) - at that time, even the channels are quieter, reflecting less people.
As such, I would suppose the following two things:
Tribble lags just as much as holodeck because Tribble and holodeck have the same route cause of the lag; and as such, it's likely a network problem somewhere along the line.
Testing this feature out for one week, to see if while it's active, lag is a non-existent or significantly reduced problem, would improve overall experience of the people playing, and help Cryptic narrow down where the problem is at.
So if a test of this proves that it is beneficial; I would be in favor, if they take steps to fixing the root cause while they're doing this.

There could be a way to make it so if you paid <total of x> you get server priority as well.
If you're willing to throw money at the game, what's a one month sub cost to you? You still get some Zen out of it. (OK, I get that some people put money in the game when it's convenient for them, when they have money to spare, bad example, still probably true on the most part.)
The perk has been and always shall be for gold members. It's a perk that only really comes into play at big patch time, and I don't see why it shouldn't be a perk that gets used more.
Your use of the word 'fair' confuses me. There is a perk, that's promised to people who did a certain thing. It would actually be unfair to not deliver said promise. 'Fair' is a subjective term, but in a business sense, to give something to people that weren't promised it as something they paid for, would be unfair, in this case, to give priority access to people that haven't paid for it. (off topic: Where I work is highly regulated, there's a regulation about 'treat customers fairly'. We're in a position where we can't give good will gestures, e.g. a) your bill is incorrect and too high, we can credit your what you are owed, b) your bill is high and correct, but we as a company have treated you badly through the entire journey, we can give you nothing, apart from an apology. I understand this is an extreme, in any other job I've been in we've been able to give a customer a monetary credit as an apology. This was a just meant as background to my definition of fair.)
There is of course the counter to this argument which is, 'Well I've paid over £1000 in the last 2 years in this game', and the counter argument to that would be, 'You got what you were promised for your money. I may have only put <LTS Cost> into the game, but I haven't received lots and lots and lots of Zen, or new season content packs. If cryptic gives you access to priority log in, I want a JHSS.' This is stupid, but it is the same as asking for priority, if you haven't explicitly paid for it. Also, what about those people who have paid <total of x> + <monthly sub since beta> where's the extra benefit to them. Another way in which it would be unfair to give priority log in away, to people that haven't paid for it.

I can say, if my theory about the problems was right, the course of action I'm suggesting won't make a blind bit of difference, but it's something that could be trialled.
