Apparently this thing was in the maze during the "Dust to Dust" mission? I ran that place 3 times and never saw him. You know why? I didn't know he was there (it's a MAZE), and also I was too good at it and ran straight through without many dead ends.
I understand it's my fault, but it feels like I'm being punished now for being good at content. I purchased a Command Tac BC and I can't even utilize the damn thing now unless I grind XP like it's gold. 10 freaking Specialization points to train someone (and I don't have any in the tree yet). Yay. :mad:

You don't have to wait for 10 spec points to train a boff. You can buy a training manual off the exchange from the people who do. They aren't that expensive either. I think I paid like 200k for mine.
Also when the mission comes back up (because I'm reasonably sure it will, I don't think it was supposed to be taken down) you can run it again to get the boff. In the meantime, pick up a command training manual from the exchange.
There's still a chance that once it comes back you can still get the BOff. Truth be told, no-one is 100% sure what's not staying when we can do the mission again starting Thursday (except the devs, but good luck getting them to talk).

apparently you also missed her tricorder scan sound effect she uses near constantly and the big "!" on your minimap... dont feel too bad I missed her twice myself but its pretty impossible to miss her every time running that mission for 7 alts
I stopped payng attention after I got her, but unless they changed things, she isn't always in the same place. A map is only as good as the information it contains...

So.. first - sorry you missed her. That said, she's pretty useless. Her traits are ground only, so you don't want her taking a seat anyway.
Second - You can use the command ships without running command abilities. You don't need to put a command boff into a hybrid command seat. Regular ol' engineers work just fine.
Third - The command skills are pretty terrible. It's pretty much a certainty you're better off with the regular old skills, so you'll be fine even if you can't run them.

Clarification: near as I can tell, you need tier 3 command skill. If, like me, you go all stupid and put your 10th point into a tier 2 command skill, you still won't be able to train a command officer.
You might be able to trade an officer to someone with tier 3 command and have them train it for you. I'm not certain.

Having been grinding away for some time and facing more grind because of my aforementioned TRIBBLE up... thank you. I now have my desired command and intel boffs, and I am free.

I run an A2B beam boat. So Overwhelm Emitters II is AMAZING for the science slot.
I really wasn't impressed with the Kobali Bridge Officer. If memory serves it didn't have any traits for space.
I suggest saving up, & buying a Romulan Bridge Officer from the Romulan Fleet Embassy, Then buy a training manual off the Exchange. You can get a much better bridge officer in the end. The Romulan Operative trait will give you a small boost to Crit Chance/Severity.
I'm lucky to have a veteran bridge officer Engineer. With the Space Warfare Specialist trait. No way would I ever trade him for a Kobali with no space traits at all. I used the manuals to train him in all the useful skills, & Specializations.
There is a downside from what I hear about the Romulan bridge officers from the Embassy. I hear you can't customize them, so Kind of like having a Jem'Hadar, or Breen. They are stuck.

Congratulations. It takes a lot of cunning to evade all the threads, posts, in game chats, fleet mates talking about it etc to completely miss any information about the hidden Kobali officer. And did I mention lack of interest and couriosity? Because there was a big mark on the map right where the officer stood.
There is even more than the BOFF. There are consoles all over the temple map that give some story info about the time the Vaadwaur created the temple/vault.
2 of them are pretty easy to find, but 1 is off the path of the electric grids, and one is inside the maze, and the other is only accessible when the maze is removed (and you have to actively go back for it.)

Not true anymore. I gave one of mine a very unsightly (for a Romulan) receding hairline, just because I could.
