I can confirm that the boffs from the old Federation and KDF tutorials (before the revamp) have had their original abilities restored. The Intelligence officers from the Delta Rising Operations Pack have not. This is another inconsistency that may or may not be a bug.
Sounds like I am in this boat, most of my Old School officers had everything reverted... and unable to "retrain" with out sinking some cash...

I just noticed something critical about the training system.
When you buy a power and mouse over the manual, it gives absolutely no information about that that power does. It gives information over what the manual does. It simply says,
Training Manual - Science - Feedback Pulse 1
Uncommon Inventory
Slot - Lieutenant
Allows you to train one Bridge Officer in the use of a new ability.
The info tab says exactly the same thing.
There is absolutely no indication whatsoever about the power being trained.
This omission of information has serious implications for the game. In a community that is torn asunder with complaints of others being "clueless about their builds" in missions, this is not a good state of affairs. This information needs to be added with a bit of urgency.
Just so I understand the new system, you cannot improve skills anymore, right?
Balt still says you use Expertise points to improve or buy new skills.
So, as I understand is, Expertise points are only used to train new skills from manuals, correct? Or can you somehow use them to push a skill from I to III?

Are you still able to use bridge officers aquired in reward misssions to upgrade your boffs.
Do you now get manuals from these aquired boffs or are they now only good to fill empty boff slotts. If you can get manuals from these aquired boffs, how do you do so.
If this is the case why is there still boff reward missions

We apologize if this causes players any inconvenience, but it was the only method we had available to ensure that these rare abilities were still available on the officers that were intended to have them, without forcing players to re-acquire them.

I glanced over thread but haven't found any specific about what are we to do with boffs currently on my candidate list. I can't use them to train anything, I could commission them but already have all the boffs I require. I could sell them but system won't let it. I could send them to other toons that could use them but again system won't let me. What can I do with them, I don't know what skills they have, all I can do now is refuse them.
What should I do? Or more to the point, will you do something about it and permit us to either sell them or whatever? Will the disappeared skills reappeared other than by commissioning those boffs? Some where very rare skills I kept because they were rare and only obtainable with a boff, if the skills reappear will they be the same? If not, I might just as well refuse them all and just take the new ones I get from doffs missions.
Some comment on that matter from someone from Cryptic would be appreciated.

Ok, so nothing will be done about it. Skills are lost and i'd have to spent alot of time, credits and dil to re-do all my officers on 9 characters. You know i really like Star Trek, thats why i play this game.
But there are other really good games out there and i think i rather spend my gametime on having fun. I really don't want to spend hrs on doing stuff i already did, just because you thought it's a jolly good idea to change the system.
The main issue is time. i have 9 characters, thats gonna take hours, no way. Just when i got back into sto, it's screwed up again. Thanks alot!!!
What bothers me is that BOFFs that have NOT been commissioned, ie: On the Exchange or in the Candidates area, no longer show what their space abilities are. This happens on, to my observation, over 50% of the BOFFs.
I want to be able to see what abilities are on a BOFF before I buy/use them. Why wasn't this fixed and why doesn't anyone see this but me? I mention this in the game and people act like I'm nuts.
I deleted about a dozen rare BOFFs because I could not see their abilities and I could not put them on Exchange because they wouldn't move and the (now) restriction of having only 15 reserve BOFFs on a character forced me to.
Maybe those people do not have BOFFs stored from before the BOFF revamp. I do and I don't see their abilities just like you.
However, after today's patch you can click on create manual and you will see what their abilities are. You can cancel and not create that manual. Don't delete your BOFFs you are losing on their rare abilities (if they have any). Once you commission them those abilities will be visible.
I don't have a workaround for the ones on Exchange but you can directly buy the manuals now for whatever rare abilities you need.
Aside from the fact that older BOFFs don't show their abilities I think this BOFF revamp works quite well. They even fixed mailing candidates from the candidates roster!
Today I gave STO a shot again and was very pleased by the new Boff training manual and specialization qualification system. I think, this should have been part of the game from the beginning.
I am looking forward to set up some loadouts next time and to save/load them.
Very nice solution to reduce the Boff crowds on every character and improve their flexibility. It now feels like to have actually a bridge crew, not a hanger full of one-sided, handicapped halfbrains.
