A Borg faction sounds cool, but wouldn't really work in-game.
How would you play if you had no individuality? Would the game "force" missions upon you and "force" you to complete them in a perfect way? How would you fly your ship if the collective controls their ships?
In order to create a Borg faction STO would either need to totally break Trek canon and invent some way that Borg have individuality or create a faction that you have to follow every single thing the collective tells you or you self destruct and end up saying "This game is not fun".
.. Except the liberated borg canon already exists.

This isn't a matter of need, but a matter of want. Did STO need a Romulan Faction? Probably not. Was it wanted? Heck yes. I place a Borg faction in that category.

Honestly I would want pretty much any other power in Trek Lore playable before the Borg. I could see Cardassian, and Dominion being fun. Maybe some of the non-Borg Delta Quadrant races
I was wondering if this will ever be possible. I know we have 'liberated' borg but there not really fun since would love to play ground combat where I can assimilate others. Plus I'd love to fly the Borg ships since I love the designs, maybe it could lead to explaining more about how 'vger' was assimilated or how the Borg have recovered from the civil war, maybe more about the 'queens' origins, etc....
They can't even properly support the KDF and Romulan factions and now you want another faction added on top of the other ignored ones?
Buy a liberated federation borg race from the Z store. It's the only faction that gets any real decent support after DR's launch for new Tier faction ships and development.

Well they could just automatically close threads that are older than 30 days. Can't be that complicated to implement.

Said 30 day rule is a silly way to run a forum anyway. There is value in the progress of a discussion over much longer than 30 days.
