Please implement mk 13/14 drops. Even just green/blue.
New people were hitting the game but they aren't making it through the paywall/upgrade system. This is bad, very bad, there are less people to play with and it sux. You can't have a schizophrenic feeling two-stage game as it exists now and hope to survive.
stage 1 - old content 1-50 wtf! awesome! great value! I'm going to go buy that cool ship! What's a lockbox? I want one!!!
stage 2 - new content, ok, cool, leveling slower, but w/t/h it's new content, so what. but ... ... how do I make it so I'm not dying all the time? where's the new gear? ... ... ... awww hell no. peace out guys.
This is a bad model and makes the game inaccessible to new players. The upgrade system is cool but force funneling people through it is suicidal. Less people to play with is less fun.
They dont need mk xiii and xiv eq to do the 51-60 content.
new player absolutely need access to better gear to get a feel for the game and participate in the rep system, they absolutely need this. not seeing that is forgetting what it's like to be a new player. or the double whammy, new player and new to gaming.
I would say Mk XIII drops of any quality would simply devalue the crafting system.
I don't want to say that you are crazy, but I mean this in the nicest way possible, you are nuts. they could make them green, green mk 13/14 would be fine. People can always craft the nifty (level 15) stuff. And if you are crafting mk 12 purples for EC ... well I think you might be wasting your crafting materials.

With a level cap increase and a gear cap to go with that level, what you need is moot. Mk XI and XII is level 50 gear. Mk XIII and XIV is level 60 gear. Simply this is why it should drop. That is if you ignore the time and dilithium upgrade sinks...
Additional: There is now a huge difference in XII to XIII and again to XIV. They added bonuses to those tiers. It used to be Mk X Very Rare = Mk XII common (actually, it's even lower XII Uncommon = XI Rare = X Very Rare correct?). This is still the case at that end but I do not believe you would see the same thing comparing Mk XII Very Rare to MK XIV common (if such a creature actually existed to compare to).

as far as I have seen, for rare, uncommon drops in ground pve que games, there are many on the exchange

The whole point of the upgrade system is that you don't have to worry about buying obsolete gear from fleet and reputation stores. So, no, that won't happen in the foreseeable future.
You do buy obsolete gear from fleet and repuation stores. You just get to spend a lot of time, money, and dilithium to upgrade it out of the stone age into the modern theme. The point of the upgrade system is a dilitium fed roulette table. We spend far more upgrading than we would by buying XIII and XIV off holdings once unlocked.

In fact, if they aren't epic already by MK 7ish, they put them on the exchange. And yeah, they do it because they want/need to do it, to compete with other players, to play the game. The true problem here is not being able to pick the mods we want. Nothing quite like crafting 200 beam arrays just to get one you want.
More than that I think, I forget how many mods there are. The plus side is you can eliminate most of them pre-upgrade. Post upgrade you got like 20% chance of getting what you want for like 5m and a few thousand dilithium. I found out the hard way if you want the perfect weapon be prepared to spend around 150m for it.
how about green then? the upgrade pressure would still be there and people would feel like they wouldn't be cut off from the game

I compared Common to Common...White vs. White. You're asking for even better than that.
Mk I to Mk XII adds +10% Damage Strength per Mark, equivalent to [Dmg]x2 per Mark.
Mk XII to Mk XIII adds +40% instead of +10%, the equivalent of adding [Dmg]x8.
Mk XIII to Mk XIV adds +70% instead of +10%, adding the equivalent of another [Dmg]x14 bringing you to [Dmg]x22.
Geko's post on it suggested he meant for Mk XII to Mk XIII to be +20% and Mk XIII to Mk XIV to be +40% (a doubling of it each time) for a total of +60%...but they did +40% and +70% for +110% total for some odd reason.
Literally, a Common Mk XIII Weapon has the equivalent of 8 [Dmg] mods and a Common Mk XIV has the equivalent of 22 [Dmg] mods.
They're so over the top for anything that's needed it's a trip.
And sure enough, I can look at the difference on my guy between one of his Mk XIII beams and Mk XIV beams...it's that 70% strength difference that the Tribble testing showed - which was not what Geko posted was going to happen.

So they're looking at their VR Mk XII [Mod][Mod][Mod][Dmg]x22 at this point.
Trying for UR14 means they will add another 2.5% Damage Strength ([Dmg]x0.5) and a random [Mod]. Could be what they wanted...could be something they'd accept...could be something where they punch the wall.
Then they try for G14 which means they add another 5% Damage Strength ([Dmg]) and the [Ac/Dmg] mod which adds +10% Accuracy and another 5% Damage Strength ([Dmg])...meaning G14 gave them +10% Accuracy and +10% Damage Strength ([Dmg]x2).
So considering the risk of trying for UR14...along with the gambler's cost just for it to happen...saying that perhaps they do get that mod they want, so they do the gambler's cost for G14...
Going from VR Mk XIV to G14 for a weapon would add...
And how much might that gamble cost...just the RNG chance for the UR then Epic. And how much might it cost to have to do the process over because you really wanted that [CrtD] but you got a [Dmg]...?
When for that fixed price going from Mk XII to Mk XIII to Mk XIV adds +110% Damage Strength ([Dmg]x22) and then wait for them to do something about picking mods, eh?
So uh...why are people doing the G14 with weapons unless they're just unbelievably oozing resources and completely bored?

well the short answer is the best there, because they find it fun
not the actual creation part, the interface is a little painful
but, getting their goals of their nice shiny ship exactly the way they want it, trying it out, competing with other players, ... and so on
I can't say that I've done this yet, I'm still exploring, but I understand it, I don't know if it's my thing, but it's theirs and they like it. I respect it, it's fine. It's how they choose to play the game.

I cant even blame them because only if u approach STO as some weird full time gaming job now you have a chance to experience this game to its full potential (e.g. best gear, max spec tree, alts) if at all.
Could be that the publisher doesnt care about the money input of season players that much though. Perhaps the DR release encourages whales and/or hardcore players simply to spend much more than season players ever would.

more different player types, more different clusters of players enjoying different things ==> healthier more fun game, less susceptible to competition from other games, more staying power
