Launcher is Borked

So, knowing that the Winter Wonderland thing started today, I was planning on updating my game during class.

The launcher opened up, but only displays "Loading. Please Wait." in small, white, italicized font in the top left corner over a black background, and a new tab opens in my browser (Chrome) that has this; http://172.28.13.222:9015/actionpage?basictype=block&epochseconds=1417711479&requestedurl=http%3A%2F%2Flauncher.startrekonline.com%2Flauncher_login&categorylist=115&categorydescriptionlist=Gambling&useripaddress=0.0.0.0&username=&actiontaken=block&actionreason=by-category&actionreasondata=115&reputationdesc=&replayhash=J5OKjZzraazJQoaq5fUC0g%3D%3D

in the address bar. I've tried launching through Steam and Arc with the same result. Any help would be appreciated.

    I am having this same issue, through every medium I try and open the launcher from. this is two days now that I have had this problem, yesterday I downloaded arc, and it worked when I installed it through Arc, but now both steam and arc are showing the same message

    Loading. Please wait.

    on a black screen.
