Very Worst:
Wide Beam Pistol
(My opinion, of course)
Sad but true. It's a shame Wide beam can't exploit. Still, my one female captain uses the Romulan Plasma Wide Beam Pistol [CritX]x2. Yes, it is mostly for esthetics, as she just doesn't look right carrying some cannon around.
Still, I have no complaints. It does good damage (more so now at Mk XIII) and "seems" to crit often during wide beam output. And, she has her 8 foot long shoulder-cannon rifle if she absolutely must reach out to touch someone.
I find the relativity stasis pistol to be very powerful albeit its secondary fire mode isnt always useful. same with teh elachi super pistol although that ones secondary fire mode is good.
The Elachi Cannon Pistol or whatever it's called is a weapon of extremes. It needs a lot preparation and recognition to make the most of it (like, it hates different ground levels from firer to target). If you do it right, it owns. If not, it's so much fail.
The pistol tends to be for the more aggressive person as they are shorter range than other weapons.
^this
I tend to use pistols on my melee character. Basically the range isn't a big factor since I'm trying to get into melee range anyway and if my run surge is down it's continues a bit of DPS as I run towards my next target.
My Type 2 Phaser puts out more damage than most of the rep weapons, and I have been able to easily out DPS most other players I meet in ground queues. I am an Engineer, so I don't have any tactical abilities to help me either. The x2 damage and rate of fire are killer.
The Ramen I made to run with my navy friend when he's not deployed carries pistols... in part for looks, but mostly because I use different "personality traits" to keep each alt unique... I haven't seen much difference in performance.
all in all I would say that if you want to even out usage, then make the base DPS for all the ground weapons even up and add modifiers from there.
Since we're talking about pistols, I have a question I need answered. I prefer to use phaser stun pistols, because they look and feel more canon that everything else, but I don't find the stun setting to be very effective or useful. It rarely stuns, and doesn't do hardly any damage when used. Is there any way to increase the effectiveness of the stun setting, or increase its chance to actually stun an enemy?

I prefer sidearms with a stun setting over wide beam. However, stun is one of those situational things. Like buying yourself a split second to use a hypo, to name one example. But that's just my preference and my take. Stun pistols have rarely let me down, in that regard.
Wide beam is the better offensive option. I would argue that in some cases, it can be a better option than compression type sidearms.
I suggested a few times already that pistols should actually be one-handed weapons, allowing to equip a one-handed melee weapon (sword, stun baton, whip) simultaneously, making up for the lower range with having combined melee and ranged capabilities. Of course, both kinds of weapons loose some efficiency this way (as in you do more melee damage when you have no pistol equipped and more ranged damage without holding a melee weapon in the other hand).
^ Memory Alpha.org is not canon. It's a open wiki with arbitrary rules. Only what can be cited from an episode is. ^
"No. Men do not roar. Women roar. Then they hurl heavy objects... and claw at you." -Worf, son of Mogh
"A filthy, mangy beast, but in its bony breast beat the heart of a warrior" - "faithful" (...) "but ever-ready to follow the call of the wild." - Martok, about a Targ
"That pig smelled horrid. A sweet-sour, extremely pungent odor. I showered and showered, and it took me a week to get rid of it!" - Robert Justman, appreciating Emmy-Lou
Thematically we should not be carrying anything OTHER than "pistols". They only broke out rifles in Star Trek for the really big threats, and then only ONCE in TOS.
Besides I'll put my upgraded Type 1 Phaser against any weapon in the game at this point.
Very true, when the rifles came out, Starfleet was probably aiming to kill in all likeliness

Could be a future spec tree feature perhaps, some kind of multi weapon specialist training

I think its more the set thing. I was kinda hoping that the Delta Rising set would have had a psitol, ya know it coinciding with all the sneaky beaky intelligence stuff...
Think less Starship Troopers, more James bond if you will. But alas another assault rifle ground set. Might be a very nice set mind, but how does it differentiate from the other 47 examples I already have in my captains gun closet?

Walther PhPhK?
Star Trek Online Advancement: You start with lowbie gear, you end with Lobi gear.
can anyone even explain WHY there are pistols in this game?
nobody uses them once they realize that they can get far better damage output from other weapons, except for the rare person that slots them specifically for the esthetic (costume) value.
Here's where I make the nerf suggestion that will make everyone hate me more--but please, consider my rationale before the outpouring of outrage.
I can think of only 2 possible reasons to keep pistols.
1) certain maps prohibit the use of larger weapons--wait, what do you mean I can't bring my Bazooka into the bar?
2) (this is the one everyone hates) class limitations to specific weapons. sci limited to pistol, tac any, and eng to mid damage weapons.
yes, I know a lot of people get a kick that the doctor on their away team is running around with a minigun, but thematically it's a fail. (and yes, my sci alts currently use large caliber weapons that I'd need to rethink should this be instituted, but really, I could work with it if I wasn't the only sci not carrying a heavy weapon.)
and really, even although technology tends towards increasing ease of use, weapons, like scalpels, are class specific tools.
to balance the limitation, perhaps we could see new weapons that can ONLY be used by eng or sci, like nelen exile's fancy pistol (please give me the upgrade option on that baby.)
If you try to take away my disruptor pistols I will bite you in the face. I won't get the exploit bonus crit without my pistols' sweep fire mode to expose you first, but it will still really hurt.
And my CMO is big, beefy Orion. If he wants to carry a minigun around along with his medical nanite thingy, he gets to carry a minigun.

 Sounds like a good set of improvements to the current battle system, it has my approval...

Among the advanced weapons in the fleet store, there's a [Phaser Pulsewave Assault MK XII [CritD]x2 [KB3]]. Looks like a regular TNG-Phaser, blasts like a shotgun in secondary. That's the one my doctor uses.

Two other pistols worth noting would be that Romulan full auto pistol (I can't remember the damn name of it now) but its a common weapon which you can get from New Romulus command and only maxes at MK IX, which is a true shame as I used to use those guns when I was levelling my Reman, and it was devestating. You can also get it in rifle form as well.
The other noteworthy pistol is the bio molecular needle pistol, as this had high DPS, fires shots in quick succession, and its secondary just goes full auto (which is always fun )
I always play aggressively, so I always keep 1 short range and 1 medium range weapon to hand.
As well as the Vaadwaur pistol, for a secondary I have either my Ferengi Whip (which I raised to MK XIII, and is now doing flank crits at an average 320-350 damage) or the Wrist Lance, as the secondary causes a lovely amount of damage to a group of enemies, especially when you have them all rooted/slowed (My Reman is a sci captain)
I bought the Elachi Crescent pistol from the Lobi store as soon as it was available, and the secondary fire is good only if you can predict the movement of the enemy or if you catch them by surprise, as many times the enemy just decide to stand out of the line of fire. But I do have to say, if it does hit, then the target would be quickly shuffled off this mortal coil.

Repeater pistol and piercing beam rifle.
And you can make upgraded versions now. which is fun since the weapons aren't BoP, and Romulans can sell them to the other factions.
Heh. My pride and joy (and guilty pleasure) is a Mk-XIII Federation Type-1 phaser. Yep you heard me. The secondary fire mode works wonders on groups or the fast moving Vaadwaur. Find a group, toss in a grenade and blow several of them into blue mist within in a couple of seconds thanks to the ol' blue, wide, cone o' death.
