Alternatively, TT1 on the Uni Ens and you get an Ens Intel ability. FAW1 on the Ens and you can switch the FAW2 for an Lt Intel ability.
Why would you need A2B? If you're looking for A2B as a priority, as opposed to a backup for a layout that's too Eng-heavy, you don't really know what you're doing.
Doesn't alter the fact that the core function of the game is still F2P.
F2P only means that you can access the game without the need to pay to do it. Thats all. You can "pay" in some other ways once you are "in". In that aspect, STO is the king, i know.

They only did that to give ships the opportunity to have a chance surviving the new enemies with millions of hp..
True story. I challenge anybody to play this game for free without using a single item that cost an initial Zen price. So no keys, no inventory unlocks, no EC unlock, no DoFF unlocks, nothing and tell me how it goes? You may be able to get all of this stuff without you paying money but someone did, that's the point.
If nobody did, you wouldn't have a game to play. Thank the players like my self who infuse this title with money to keep it online for those who don't want to spend a dime.

Another poster went into the specifics, but A2B is not necessary (or even ideal) on a tac ship. A2B is for cruisers that are very light on tac abilities (as in 2 or maybe 3 total) as a way to essentially take one TT, BO/BFAW, and APB and turn them into two of each while also maintaining high/capped power levels in W/S/E.
When you already have a diverse array of tac abilities, you don't need to speed them up because you'd quickly be thwarted by group cooldowns and any further reduction gets wasted.

I could go on for hours about why this ship was a bad choice but I'll stick to just a few things that are bugging me the most. First off, this group of bounty hunters wasn't all that interesting to begin with and why does the crew complement list this ship at 400? What!?! They're bounty hunters, in the episode "Think Tank" there were numerous ships of 2 man crews, facepalm. And finally, don't we have enough damn tactical ships? Not too mention that the Kazon ship is a tactical ship, albeit a TRIBBLE one but still. I think that the other ship coming out in the new lock box/lobi store should have been a science vessel. Lock box/lobi store Tactical ships out number Science vessel by a count over 2 to 1. In fact the ship that it should have been was this one:

STO is about my Liberated Borg Federation Captain with his Breen 1st Officer, Jem'Hadar Tactical Officer, Liberated Borg Engineering Officer, Android Ops Officer, Photonic Science Officer, Gorn Science Officer, and Reman Medical Officer jumping into their Jem'Hadar Carrier and flying off to do missions for the new Romulan Empire. But for some players allowing a T5 Connie to be used breaks the canon in the game.
I dont use any A2B setup in any of my tactical ships. And i have about 10 of em. Of course, i have plasmonic leech, but still.. its far better to just pick up the plasmonic leech than trying to make a A2B just for the sake of the power drain, specially in a tactical ship, i just dont see it. I dont know why people is so obsessed with A2B builds, seriously.
On a ship light in the Tac department, they are an option that you can have up and running for very little cost and for the most part passively improve over time with minimal investment via Doffing. While the cherry on top is rather exclusive (Marion Doff), most other high-powered cruiser builds have higher barrier-to-entry costs because they require several moving parts to all be boosted significantly enough to achieve a 'feedback loop' of synergies.
With A2B, you pay to rearrange some Boff skills and get even 3x green technicians, go fight some mobs and if your ship was tac-starved, you can instantly feel the difference, no question.

Sabotage from the inside by the ship's own first officer was also more than a little instrumental to that ship being taken down.. Never forget that. As interesting as the "year of hell" episodes were, that should never have happened, Voyager's plot armor was OBSCENE in those episodes, probably the single worst in the whole of the franchise.
Had Paris, Chakotay, and Obrist not sabotaged the timeship Voyager wouldn't exist right now.
ALSO since that whole timeline was erased.. no one should even have knowledge of its existence or lack there of.

As for the too many tac ships.. That is simply the sad evolution of such an aged game engine as this one, options for game mechanics are either being limited by the engine or those who run it. Every "expansion" of this game from now on, just like every expansion of WOW is currently will just be number balloons. The faster everyone realizes this and either accepts it and stays here or moves on to a new game, the happier everyone will be either here or in their new homes.
I didn't even recognize the name...and I'm a Voyager buff! There are far more interesting species to have given focus to, just like I don't know why so much attention is being given to the Kobali. Both species only had one episode each.

The Voth actually had a significant attachment to Earth and backstory to explore. The Hazari, well, don't. IMO they were kind of a bad alien of the week to choose from, even for just a ship.

the scaling hull? so what thats not the point its using t6 ship at lvl 40. well before the player can even reach the new harder content supposedly

Exactly! I've done it for years make extra toons farm dil then convert it 5 toons will get you 1-3 keys a day depending on exchange rates
