  I had a similar issue and I managed to rectify it by resetting my password and re-downloading the Arc launcher. I'm not sure whether this will be a fix for you, but hey, it can't hurt to try!

  yeah the 'too many attempts' message is specific to failed login attempts (or should i say, what the system thinks are incorrect login details) as the previous poster suggested, you could try a password reset via the website. i hope it is that simple a problem, and you can get it sorted quickly, good luck.
