The Ambassador is a T5 ship, you need to be level 40+ to fly one of those. The c-store does not let you claim anything that you can't use.
Not exactly true. I was able to claim the KDF Bridge pack on a Fed. And on a Rom Fed. They cannot use KDF Bridges.

After claiming the c-store ambassador I do not see the FSM module discount for the fleet ambassador, what gives?
That's what I suspected. I asked that ahead of time in this thread.
Originally the T5 Ambassador was available as a reward for the episode 'Temporal Ambassador' during the 3rd year anniversary. After the anniversary it was removed from the game entirely and could no longer be obtained. Instead of adding the free T5 version to the c-store they came out with a full fleet version with the extra console, shield hp, hull hp.
My other question in this thread asked if this giveaway version was still going to be counted as an episode reward. Well it looks like it. And episode reward ships are clearly excluded from T5U upgrades. Thanks Cryptic for giving us a free T5 ship we'll never be able to upgrade. So since the T5 Ambassador from the giveaway is still probably counted as an episode reward, it doesn't get the ship module discount. If it did then players would scream about not having the T5 Kamarag Battlecruiser that was given away at the same time as the Ambassador from the same episode, and then not having a ship module discount for the Kamarag.
Edit: I have to say it's kinda funny that KDF made out the most for once. The T5 Varanus is an actual c-store ship and is listed in their list of ships that qualify for the T5U upgrade. Basically, Cryptic pulled a 'ha-HA' Nelson Muntz on us.

No, Roms cant claim mirror ships or any other T5 ship, and should not be able to claim this one either. Somebody just forgot to set the filter on it. Probably slipped through because its not in the shipyard, and only in the c-store.

the ship giveaway was rather disappointing. due to the numerous restrictions on claiming which were not told to us prior. needing to be level 40, and also needing a free ship slot, rather than just an unlock like previous giveaways. though the disappointment is lessened because they were cruiser/science ships
also it means that rom characters on kdf side get nothing
rom chars would have gotten the ambassador ship from the quest so that may be why they got it here.

you probably have the one from the quest reward on your ship's list. need to discharge that and claim this one.

All ships in those packs were boxed and those that I could not use at the time, I couldn't use them until I had reached the appropriate level. For the Steam Starter Pack, my Romulan got two Steamrunner ships, one a starter and one a Level 50. The starter could be used by that character but, when level 50, that character could not use the Federation level 50 ship. That was the rule instituted by complaints from the forums here. If Romulans could use their factions Vice Admiral ships, no one would ever want to roll a true KDF character. Just roll a Romulan, align with whatever faction and use everything for the Romulans and your faction. Providing boxed ships is the way that ship 'purchases' should be. Unlock the Store with an appropriate faction character. Also, no restrictions as to level on Lobi/Lock Box ships.

I have a friend who has a level 50 Romulan Federation character that pilots the Steamrunner Retrofit. That was an oversight by PWE at the time and was eventually stealth patched so others couldn't claim the level 50 ship. I'm going to assume that the same will happen with the Ambassador in the next patch. Claim it while you can on the Romulan characters you want the ship on because I'm almost certain that won't be possible after the next patch.

I discharged an old ship on my 49 (typo on the 42 above) and suddenly I could claim it. But again it wasn't with that 100% off notation. /shrug

Bug or not, I'm pleased.
I'm unpleased that apparently I wont be able to upgrade it to tier 5-U, meaning I'd once more be stuck one tier behind
I suppose it beats being stuck two tiers behind.
I'd hate to use Tier 4 in Tier 6 content.
