I'm pretty sure they said there will be no new factions. It's just a Human Liberated Borg being greeted by a Romulan Liberated Borg, on a Romulan Ship.

Where did you get that from? Cardassians were voted second after Romulans so if something comes next it will be them but the Liberated Borg? There are a few people who want to play Liberated Borg without having to buy a LTS...but there has been not even the least bit about ever doing that.

I do not believe the ship at 24 is the same ship as at 29. I do know that I want that ship at 24, though.
STO is about my Liberated Borg Federation Captain with his Breen 1st Officer, Jem'Hadar Tactical Officer, Liberated Borg Engineering Officer, Android Ops Officer, Photonic Science Officer, Gorn Science Officer, and Reman Medical Officer jumping into their Jem'Hadar Carrier and flying off to do missions for the new Romulan Empire. But for some players allowing a T5 Connie to be used breaks the canon in the game.
Clearly it would appear that a liberated borg faction is coming. The borg have been in decay, the recent release of the Undine is the paramount indicator for this. We did receive news about liberated borg increasing in number, meaning it's time for them to make their presence known as allies of the federation. While borg ships are a way off for the time being (or maybe not), it would not be difficult for the developers to either design some tier 3/4 borg ships only accessible to a liberated faction, or otherwise retrofit existing ships like freighters to suffice for the time being.
The eye piece on the borg in the promo video doesn't match anything I've seen for liberated borg captains in the past and I've seen lots of them.A borg faction would be great and is needed to keep people gaming for sometime. Prior expansions keep players gaming once the reputation is complete; launching three new races, several new ships, and a liberated borg faction is going to keep everyone playing for a long time. And if cryptic decided to charge a small fee to play a liberated borg faction lots of players would pay it, I personally would delete my kilingon toon (who's useless anyways) for a borg faction with new ships, new missions, and a whole bag of new tricks!

Keeping in mind that based on nothing more then a few seconds in a promotional video I could also speculate that a Cardassaian Factions is coming.
Either way, I do not believe we will see either in Delta Rising - though there might be some new Boffs.

Limit the amount of traits we can use at one time, big big whining. You get the point. Some will cry and pout and throw a temper tantrum, while the rest of us will happily embrace the new content and play on.

I don't buy this talk at all. First of all, there is no new faction in Delta Rising. We know that for a fact, end of story.
Secondly, if we ever get a fourth faction, my guess it would be the Cardies. I know they said that the story for the Cardassians would be similar to the Romulan story... two rival parties (Cardassian government & True Way) with one group wanting peace... but, this is the only reason why I don't think we're getting them now.
Thirdly, we'll see the Borg Cooperative (and, my guess, this also means Unimatrix Zero people). This does not mean we're getting a faction, as a result. We already have Borg tech in the game, and there's the issue of the lifer rewards (and what to do to replace the reward if such a faction were created). I think it's far more likely we'll get a Borg Lock Box, than a liberated Borg faction.
And lastly, I think you underestimate the difficulty of ship design for this game, LOL.

Well the fact that playing as a liberated borg aligned with the FED or KDF is actually an option in STO (pricy but its there) even including equipment and ship visuals does question the need to add it as an elaborated playable faction, particularly with the new ship and player systems heavily emphasizing the end game.

I'd like to be able to simply add the Borg costume pieces to any character or BOFF... as that's what it's now. A set of costumes more than anything. It'd be neat if it wasn't limited to just one species per faction, for sure.

They're probably NOT making a Liberated Borg playable faction, as it is a lifetime sub perk to be able to make a Liberated Borg character. Means less money in Cryptic's pocket from lost LTS sales.

The Borg have assimilated countless alien races. Therefore, Liberated Borg can use a ton of technology that we have never seen before. A reason for the Federation to ally with the Liberated Borg is philosophy, art, and history of extinct species. There is as much confirmation for Cardassians as there is for Liberated Borg. Cardassians being inevitable could just mean that Cryptic is just added them as a playable species. Even if Dan Stahl is no longer working on STO doesn't invalidate all the stuff he said. Dan Stahl was responsible for Ask Cryptic and they mentioned introducing a level cap increase. So unless a dev says that there will never be a Liberated Borg faction, then it is just as likely as a Cardassian faction.
Besides you haven't answered my question. What faction after Cardassians can they add besides Liberated Borg?
