I don't remember the exact reason but ages ago, DStahl told us that the "Commodore" rank was off the table.
It wasn't a CBS thing though, I believe He said that it was a personal choice by the developers.
Their thoughts were that most Commodores seen in the show, were not Captains of starships.
They were in charge of starbases instead and thus didn't fit with the individual story of the game.
Um, at least it looks like Commodores can command ships, I only recall an Admiral commanding a ship a grand total of one time (Riker in All Good Things), and it was largely like how Sisko used the Defiant.
I like almost everything I have heard about Delta Rising so far, but I'd like to provide my impression on something I'd like changed.
Ranks - I do not believe we should be the same rank as Admiral Quinn. I agree with a 10-level increase, but it should only afford one promotion, to Admiral (or General for KDF).

I like this, but the last step should just be something like "Fleet Captain." Otherwise we need to invent/insert some kind of intermediate rank between Commander and Captain, like "Chief/Senior Commander" or something. I know we're probably going to get another expansion, and if we do I'd rather have that post-captain rank be Commodore.

And even if Quinn is not CNO, he could go out, assume command of DS9 if it struck his fancy and Kurland wouldn't be able to say jack till a higher authority says otherwise.

Nice, so everybody will be Fleet Armirals in a few days. :P and we will be in the same spot than now. At least i hope it will be more difficult to advance to level 60, because if not, it will make no sense at all.
The actual military rank of a USN ship's captain varies depending on the size, class, and function of the ship in question.
For example the Navy doesn't put an O-6 in command of a USN Valiant class tugboat. I personally met a Master Chief who was the Captain of a Navy tug.
It's not unusual to find
Minesweeper or patrol vessel: Lieutenant Commander or very senior Lieutenant.
Frigates/Destroyer: Commander
Cruiser: Captain.
LSD, LPD: Commander
LHA, LHD: Captain
Carrier: Captain.

To the point that "Admirals don't command starships [in the US Navy]" -- In Star Trek, there is precedent that an Admiral can command a Starship with Admiral Riker choosing the Enterprise and modifying it as he wanted (creating the Galaxy X / Dreadnaught).
As for ranks ... I agree with most posts that it should have been different (Cadet, Ensign, Lieutenant Junior Grade, Lieutenant, Lieutenant Commander, Commander, Captain, Rear Admiral Lower Half/Commodore). With that said, I didn't want to throw anything out -- just give my input to hopefully limit it to Admiral instead of Fleet Admiral.
I also hope they take the lesson from Riker and allow us to "modify" ships to be the Admiral's Ship ... maybe a uniform upgrade like adding a console or two and % increase to performance.

I can't believe I'm defending the admiral thing, because I hate it too, but I think the idea is that the ships in our Shipyard are the "fleet" we're commanding. So, for instance, my character is flying a Fleet Advanced Escort, but the Defiant, Armitage, and Steamrunner in her yard are out doing their own thing, and she can choose which one is her personal flagship at the moment.
But back to the real topic, I think a major problem along with the ranks is that we level much faster now than at launch. Levels 1-10 take... three hours, max? Most likely less?
I'd solve it by adding Lieutenant Junior Grade in, to replace Lieutenant. As it is now, you're only a lieutenant for a few levels. This would push Lt. to 10-20, Lt. Commander to 20-30, and Commander to 30-40.
Next I'd get rid of getting two promotions between 40 and 50. That's pretty silly, too. 40-50 would be captain, and at 50, maybe then you could be Rear Admiral - putting you on the same level as Tuvok, which makes sense for the story, since it's just weird that you technically outrank him.
Course, this is all just for fun - it's not going to be changed now.

That's a good point, that has been raised since the beginning. And has been ignored by Cryptic since the beginning. I'm a little unsure how this level increase is happening. Currently, max level is Vice Admiral. They are adding another 10 levels and the rank of Fleet Admiral. So we go from a level 50 Vice Admiral, to a level 60 Fleet Admiral, is that correct? Completely skipping the rank of Admiral? Navy/Starfleet Flag officer ranks go: Rear Admiral Lower Half (One Star), Rear Admiral Upper Half (Two Stars), Vice Admiral (Three Stars), Admiral (Four Stars), and lastly Fleet Admiral (Five Stars).
As to what they will raise max level to next, assuming this game is still around by then. I purpose President of the Federation/Chancellor of the Klingon Empire. Now of course having thousands of Federation Presidents flying around in single ships doing simple missions a Starfleet Lieutenant could do doesn't make sense. But neither does having thousands of Admirals (of any grade) doing the same.
I brought up the same issue with SWTOR and a few months or a year ago with STO. When the level cap gets increased what will they promote us to? even Wildstar which is a pretty new game sorta did the same thing. In Wildstar you can pick a Soldier path and basically you go around and do a bunch of soldierly tasks and at the level cap for the Soldier path you get a rank, Colonel and Commander. Wildstar obviously hasnt done any expacs yet but here you are already at the rank of Colonel and Commander. Not quite as bad as a Vice Admiral but still. I dont think they plan on updating the path stuff as much but if they did then what rank do they get next? they are already up into the general ranks, Sec Def like the other dude was joking about or maybe even President.
I don't think we should be in command of a ship at Ensign, so I have no problem with being field promoted from Cadet to Lieutenant (although it should have been Lieutenant junior grade, Cryptic). But our Bridge Officers, after the tutorial, should start at Ensign. Not starting as a Cadet and jumping to full Lieutenant.
The maximum player rank achievable should be Captain. Giving us the rank of Admiral, but only with the authority of a Captain is idiotic. Any rank above Captain should not have been unlocked until Cryptic gave us proper Admiral game play. Basically, letting us command our unused ships like we command our Boffs on an away team, only in space. And sending or fleet out to do missions on their own, the same way we do Doff missions.
This is another thing i've commented on in the past, but of course i dont expect the devs to do anything about it. It seems like they went all JJ Abrams Trek on STO. We get on the ship as a Cadet and after just one engagement we are already in command of the ship. And the other thing too is the types of things we as Admirals and Generals do. We have the rank of a VA/LG but we do the tasks of a Captain, sometimes even a lowly officer or crewman depending on what you are doing. Take a look at the tasks you do on New Romulus for example. You are running around taking water samples? spraying insect repellent? if they had done a TRIBBLE quest like the WoW devs always do i probably wouldnt have noticed. I think it should be our Admiral and their away team walking around and instead of us taking soil samples, we call up to our ship and tell them to beam down some geologists to take the samples. Instead of me spraying the insect repellent i snap my fingers at one of the redshirts accompanying my and they take care of it.
But i have a feeling that DR will be more of the same. We'll be fleet admirals running around planetside doing the same scut work we've been doing.

Yup my post before the one you quoted addresses how they could have done a lot of the minor stuff. Like instead of you, an Admiral, taking soil samples yourself you interact with the item and the menu option says [beam down geology team to take soil samples] or something like that. Delegate the little mundane tasks to your crew. Of course that would take a little more work then simply hit F to interact, ok now you are finished.
I had actually made a suggestion a long time ago about adding in another doff system but for ships instead of people. You send your doffs to do a mission and they come back with xp, some dil, credits etc. The system i suggested did the same thing except instead of a person it's a ship going on the mission. Just like how the doffs only exist in the doff interface, the ships would also only exist in the interface. That would at least make VA/LG feel more like they are managing a fleet.

Well VADM Ross lead from the front but he did it from a Flag Bridge on his flagship while a CAPTAIN commanded said ship, he wasn't leading the fleet while sitting in the Hotseat. And I'm willing to bet while Martok sat in that seat another officer actually ran the ship while he commanded the Klingon Fleet.
Sorry at BEST we should be "Fleet" Captains. Basically senior captains that can at times take command of other ships to do a specific job, or better yet be given the honorary rank of Commodore.

Rewatch the scene between Kirk and Spock. Kirk is really trying not to step on Spock's toes the way he did Decker's. Finally Spock says "As a teacher I am content with commanding the Enterprise, but if we are to go on active duty, it's only logicial that the senior officer take command." And Spock further mentioned "I have no ego to bruise." A reference to Captain Decker.
Yes Kirk had to be nudged into it by Spock, once he did, Kirk took the ball and ran.

To the point that "Admirals don't command starships [in the US Navy]" -- In Star Trek, there is precedent that an Admiral can command a Starship with Admiral Riker choosing the Enterprise and modifying it as he wanted (creating the Galaxy X / Dreadnaught).
As for ranks ... I agree with most posts that it should have been different (Cadet, Ensign, Lieutenant Junior Grade, Lieutenant, Lieutenant Commander, Commander, Captain, Rear Admiral Lower Half/Commodore). With that said, I didn't want to throw anything out -- just give my input to hopefully limit it to Admiral instead of Fleet Admiral.
I also hope they take the lesson from Riker and allow us to "modify" ships to be the Admiral's Ship ... maybe a uniform upgrade like adding a console or two and % increase to performance.

But back to the real topic, I think a major problem along with the ranks is that we level much faster now than at launch. Levels 1-10 take... three hours, max? Most likely less?
I'd solve it by adding Lieutenant Junior Grade in, to replace Lieutenant. As it is now, you're only a lieutenant for a few levels. This would push Lt. to 10-20, Lt. Commander to 20-30, and Commander to 30-40.
Next I'd get rid of getting two promotions between 40 and 50. That's pretty silly, too. 40-50 would be captain, and at 50, maybe then you could be Rear Admiral - putting you on the same level as Tuvok, which makes sense for the story, since it's just weird that you technically outrank him.
Course, this is all just for fun - it's not going to be changed now.
I just looked it up on the STO Wiki, Akaar is indeed a five pip Fleet Admiral.
I don't know why this isn't in the game already, the mechanic is already in place. They should let us select four of our unused ships as a "space away team" that would behave like our Boffs do on ground missions. And any remaining ships not part of our active fleet could be sent on Doff type missions.

Being a flag officer does not automatically deny you the center chair, but being a captain does not automatically grant it to you. It'sall based on what assignment you are given. Idealy, yes, an admiral would not be in direct command of a ship but if you actually watch the show, they do it all the freaking time.

I brought up the same issue with SWTOR and a few months or a year ago with STO. When the level cap gets increased what will they promote us to? even Wildstar which is a pretty new game sorta did the same thing. In Wildstar you can pick a Soldier path and basically you go around and do a bunch of soldierly tasks and at the level cap for the Soldier path you get a rank, Colonel and Commander. Wildstar obviously hasnt done any expacs yet but here you are already at the rank of Colonel and Commander. Not quite as bad as a Vice Admiral but still. I dont think they plan on updating the path stuff as much but if they did then what rank do they get next? they are already up into the general ranks, Sec Def like the other dude was joking about or maybe even President.
This is another thing i've commented on in the past, but of course i dont expect the devs to do anything about it. It seems like they went all JJ Abrams Trek on STO. We get on the ship as a Cadet and after just one engagement we are already in command of the ship. And the other thing too is the types of things we as Admirals and Generals do. We have the rank of a VA/LG but we do the tasks of a Captain, sometimes even a lowly officer or crewman depending on what you are doing. Take a look at the tasks you do on New Romulus for example. You are running around taking water samples? spraying insect repellent? if they had done a TRIBBLE quest like the WoW devs always do i probably wouldnt have noticed. I think it should be our Admiral and their away team walking around and instead of us taking soil samples, we call up to our ship and tell them to beam down some geologists to take the samples. Instead of me spraying the insect repellent i snap my fingers at one of the redshirts accompanying my and they take care of it.
But i have a feeling that DR will be more of the same. We'll be fleet admirals running around planetside doing the same scut work we've been doing.
And yet i can stand in the middle of ESD and here goes a player named Vice Admiral Eric Cartman....and there goes Vice Admiral xXLegolasXx, and over there purchasing a ship is my good friend Vice Admiral Lolpvpikeelyou. As i walk over to go talk to him i look outside the window and i see in orbit about 20 other ships piloted by other players, and almost all of them have the rank of Vice Admiral.
From the storyline perspective this game may only have 1 vice admiral, you. But this game also has the multiplayer element and that's the one people have issues with. It's kinda hard to think of yourself as the only Vice Admiral in the game when there are 50 fricking people running around right in front of you wearing the same rank as you.
My feeling on the matter in a nutshell. The game may only recognize one vice admiral, but that doesn't change the fact that there's a zillion of them doing assignments well below their pay grade.
Admirals are administrators and fleet commanders, not grunts or maintenance workers. And even in the show, they don't command single ships (Kirk's a cowboy and had to be pushed to take over from his flag captain, Spock, and Martok just likes leading from the front).

Yup my post before the one you quoted addresses how they could have done a lot of the minor stuff. Like instead of you, an Admiral, taking soil samples yourself you interact with the item and the menu option says [beam down geology team to take soil samples] or something like that. Delegate the little mundane tasks to your crew. Of course that would take a little more work then simply hit F to interact, ok now you are finished.
I had actually made a suggestion a long time ago about adding in another doff system but for ships instead of people. You send your doffs to do a mission and they come back with xp, some dil, credits etc. The system i suggested did the same thing except instead of a person it's a ship going on the mission. Just like how the doffs only exist in the doff interface, the ships would also only exist in the interface. That would at least make VA/LG feel more like they are managing a fleet.
Well VADM Ross lead from the front but he did it from a Flag Bridge on his flagship while a CAPTAIN commanded said ship, he wasn't leading the fleet while sitting in the Hotseat. And I'm willing to bet while Martok sat in that seat another officer actually ran the ship while he commanded the Klingon Fleet.
Sorry at BEST we should be "Fleet" Captains. Basically senior captains that can at times take command of other ships to do a specific job, or better yet be given the honorary rank of Commodore.

"Admiral Quinn is the commanding officer here, and he is also the liaison between the fleet and Starfleet Command on Earth"

Rewatch the scene between Kirk and Spock. Kirk is really trying not to step on Spock's toes the way he did Decker's. Finally Spock says "As a teacher I am content with commanding the Enterprise, but if we are to go on active duty, it's only logicial that the senior officer take command." And Spock further mentioned "I have no ego to bruise." A reference to Captain Decker.
Yes Kirk had to be nudged into it by Spock, once he did, Kirk took the ball and ran.
