Well, sure! But, after the analysis, when you fly a ship that just "feels" right, then all other factors go to the periphery: they don't go away, yet they stop becoming the resistance to 'fun'.
The nicor supports a very close build to your initial request.
A Commander Eng -- yes, universal cmdr.
Lieutenant Eng, -- yes, lt eng.
Lieutenant Commander tac -- yes, ltcmdr tac
Lieutenant Sci not exactly, ltcmdr sci
Ensign Sci not exactly, ltcmdr sci
and whether you call it a "cruiser" or not is another question. Its a 4/4 weapon layout but it generally is more escortish. It does not have cruiser commands, but a number of "cruisers" have this issue (romulan and box/lobi ships). It lacks the hull of a fat cow cruiser but a 1.0 shield suggests something other than escort. It has massive turn rate so beam arrays are silly on it. It may not be at all what you seek, but then again, it might do the job, dunno what you really want here?
My Mirror Star Cruiser (for the Sovereign skin) is only an effective damage dealer for about 15 seconds when all my direct damage increasing abilities are running. Rest of the time it is merely adequate.
APB or a GW enables me to assist my team mates by either increasing their damage directly, or making it easier for their Acc overflow vs a now stationary target to cause bonus critical damage. Either way, job is done quicker for everyone.
I prefer APB, as that is far more wieldable for my personally preferred PvE content - KASE and ICE, both of which involve mainly facing cubes or stationary targets, where an APB is better for everyone.
I like the Hull and restorative abilities of Eng Crusiers, and Sci powers for their utility - so I need 4 (Cm) Eng and 3 Sci slots for me. (Lt and en) This gives me the ability to tank two strikes from a friends PvP properly sorted Scim.
A Lt Eng can be used for EPTW and DEM to increase my damage, and a Lt Cm Tac means TT, BFAW and APB, my ideal set up.
ETA - I'm open to build suggestions, but not A2B, it kills my Sci skills and I don't get on with it the constant clicking to set it going properly...
A Commander Eng, Lieutenant Eng, Lieutenant Commander Tac, Lieutenant Sci and Ensign Sci Boff stations?
Essentially, what I'm going to name the Tactical Star Cruiser.
As starfleet ship, the closest ones are Avenger and Sovereign. They share same boff seating, but ensign is tactical. or Excelsior, where it's engineering.
And it is out on cruelty to animals grounds straight away, you seen what the Lobi Consortium does to these poor creatures it captures to sell on?
nicor is the smaller, faster lockbox ship. The dromias is the lobi ship. They are kinda similar in a lot of ways, easy to mix up. I think I mixed the officers up when I said it.

Even if I can think of stuff to change.

Hmm, gain APO3 but lose A2SIF3... That might just be worth it.
3 years is quite some time to wait for a ship though, and it is somewhat, erm, visually challenged.
While its true aux2batt kills science skills the clicking is a non issue since you can just set keybinds up
Keybinds? Well, I suppose binding Boff powers to your keyboard would make it easier...

It is a lot of money...

Well, I was put off by it being $300 normally - sounded like a lot, but as it is on sale it is actually only 3 days wages, that isn't unaffordable...
Noroblad - yes, one is lobi store, one is lockbox. I don't actually care, since Lobi is only gettable from lockboxes anyway...
