Not a Starfleet cruiser. The Elachi Monbosh-class Battleship from the Lobi store can slot that layout, though.

No they can't; that was the first one I checked. The Oddy has Lt Tac, Cdr Eng, Lt Sci, and LCdr and Ens universal.

Ambassador can come pretty close. 6 eng, 3 tac, 3 sci, just not quite the arrangement you describe.
Trouble is I want APB and BFAW, and to get those on the Support Cruiser means 3 low ranking Tac Boffs, which compromises the Sci Boff abilities I want to run. Like the ACR and FACR, not enough Sci Boff powers...

Fleet Assault Cruiser is pretty close, just switches the en sci with en tac and you have to use the lt uni for the lt sci.
Trouble is, that en Tac is only useful for TT or HY - An en Sci offers far more utility, and I value that utility over another copy of a shield distributor...
For instance, 2 en sci abilities and you have a workable battle cloak, (jam sensors and mask energy signature) leaving the Lt power for the essential HE.

My Mirror Star Cruiser (for the Sovereign skin) is only an effective damage dealer for about 15 seconds when all my direct damage increasing abilities are running. Rest of the time it is merely adequate.
APB or a GW enables me to assist my team mates by either increasing their damage directly, or making it easier for their Acc overflow vs a now stationary target to cause bonus critical damage. Either way, job is done quicker for everyone.
I prefer APB, as that is far more wieldable for my personally preferred PvE content - KASE and ICE, both of which involve mainly facing cubes or stationary targets, where an APB is better for everyone.
I like the Hull and restorative abilities of Eng Crusiers, and Sci powers for their utility - so I need 4 (Cm) Eng and 3 Sci slots for me. (Lt and en) This gives me the ability to tank two strikes from a friends PvP properly sorted Scim.
A Lt Eng can be used for EPTW and DEM to increase my damage, and a Lt Cm Tac means TT, BFAW and APB, my ideal set up.
ETA - I'm open to build suggestions, but not A2B, it kills my Sci skills and I don't get on with it the constant clicking to set it going properly...

THEN allows you to use GW1 with it's LtC Sci slot.
You could even make an A2B-light with the remaining Eng Cdr/Lt slots.
No, it's not Fleet level - but VERY functional. Play with the ship customizer and you have a very nifty cruiser.

Personal preferences aside, you do make a good case for it. Just a case of adapting to only 2 Sci skills to run the 3 or 4 En and Lt Sci skills I like to have, and Boff swapping would be a clunky and not very practical route around that.
Well ... it's a cruiser and they simply don't have sci-centric abilities. So something would have to give.
Alternatively, the Nebula is cruiser-like while being Sci-heavy but you would have to sacrifice tactical ability (among a host of other issues with the ship). But there, it is a Science vessel so it should not have expectatrions of high damage output.
I don't think it is demanding to much for a cruiser to have the Boff layout I want, especially not a Federation Cruiser, it is basically what a definitive Fed Cruiser is - Engineering and survivability focused, with enough Tac power to be useful, and the science and exploration emphasis that defines the core ideal of Starfleet. IMO, it describes the essence of a Starfleet Flagship Cruiser.
I agree, high damage output from weapons isn't going to happen with Sci ships. I don't think it should, I think sci ships utility is in more effects which aid everyone - sensor analysis, Sub-nuke and sensor scan to increase other peoples damage, with a Gravity Well to pin the enemy in place, FeedBack Pulse discouraging any opponent from going for them, Viral matrix to shut enemy ships down...
You use a Cruiser to draw enemy fire, an escort to blow stuff up, and a science ship to make both the other guys/girls jobs easier. Teamwork.
monbosh and galor have what you want. the d'deridex has similar too, COM eng, LTC tac, LTC sci, ENS tac, ENS uni
Between those ships, the Monbosh is a nasty ship. It has a very good blend of flexible BOFF stations, favorable console setup for a TAC Cruiser, and handles like the Vor'Cha (because it literally is almost a copy & paste of the Fleet Vor'Cha).

Problem is as someone who prefers feel and visuals over all out performance it doesn't feel right to have an Elachi ship for a Vulcan Starfleet Vice Admiral...
Jem'hadar and Hirogen ships are different as you can make them with an Alien race character which feels far less out of place, but Elachi aren't my cup of tea.

In other words, to get exactly what you want from ability means sacrificing the aesthetics of the ship. And to put it back on Cryptic is moot.
For my part, I can't stand the BOff layout of the Excelsior, yet I love the look of the ship and since that is what I will see when I play the game, then I had to adapt what I want for my BOffs to do so that I can fly what I want to see. Likewise, look at the Gal-X pilots - there is a myriad of problems with the ship, yet they will fly it anyway.

Whatever floats their boat, it's just not for me that's all. I may not think some lockbox ships should be playable (Undine for instance) I'm not going to say people shouldn't fly these vessels if they want to, it's a game.
Well, unless Cryptic release a Tactical Star Cruiser at some point, ideally with an Sovereign or Oddy Skin option, it seems logical to just stick with my Mirror Star Cruiser, as I like it, so could someone advise on build?
Deflector, Impulse, shield and engineering consoles I've left open as I'm not sure what is best to put there.
Notes; I want it to be mostly Canon, even if it means being less effective than an optimal set up. PvE, mostly Borg STFs. EC budget fairly limited, not A2B as I've tried it and didn't get on with it...

Yes, it is a good boat, and I have got one in Mirror form and it is pretty good, but it isn't a Sovereign, it doesn't grab me like an Excelsior does for you, or a Galaxy for others.
Does that make sense? Its like a Mirror Sov feels like home.

The list starts with Federation (because the question was posted in Fed board), but does list the cross faction ships too.
You'd have to look at the Rom and Klingon versions for that data.

Same "problem" as the Support Cruiser - I would want a grav well in the Lt Cm Sci slot, leaving just 2 Sci slots for the essential sci skills...
Ah, it has a Lt Tac, not a Lt Eng. So it shares both problems of the support cruiser...
