Tell me everything... Please :P

So basically I want to know everybody's secret. As in, why the friggin he'll can I barely play while everyone else (with a few exceptions) seems fine. Now before you say anything about "oh you probably have a lame computer/network/area of coverage... Pre - season nine... I got lag.... maybe 3-4 times? And for MAYBE 2 minutes? Lemme fast forward. This is after S9 comes out. I open steam/arc. Everything is fine. I start up STO I put in username and password. I click engage. Game starts up, I select my fed caitian. Screen comes up I'm in esd. It takes a solid 20 seconds for chat to open up, another minute for my stats to get corrected (i.e. shields go to full) and then I take a few steps forward. And stop to say hi to fleeties. When I finish saying this my character bounces back to where I was when I beamed in, then a few seconds later back to where I jogged. Now have that happen to EVERYTHING I do, throw in some server not respondings and disconnections and you've got my STO life. So I ask again... what did yall do?

    I get 20 fps out of combat and 4 fps in combat... and I don't have these problems

    Something between your isp and the cryptic server is muckin up your game connection if its no local.. 90% of the time it's cognet.
