actually. cryptic has free Reign of use for any CBS owned Ship design. they dont have to pay for them. the FASA ships are not owned by CBS, thus would have to pay for them.
There would be too many people complaining about it being a "lazy kitbash." People wouldn't buy it because it looks too similar to both the Galaxy and the Sovereign.

Based on that, I don't sense the vibe that they are too interested in getting a barely-ever-requested-kitbash ship into the game, when one of the most requested ships on the forums is only met occationally.

It's also strange that this ship is supposed to be based on plans that you yourself said don't exist. Which basically means it's impossible for the Allegiance to be based on it since nobody has seen it.

It took nearly a year for Cryptic, CBS, and Mark Rademaker to work out the legalities of adding the Vesta to STO. Even though the Vesta was used in Trek novels CBS does not own the rights to that ship and it could not be used until Mark gave his permission - which required payment.
What is the benefit of Cryptic constantly going through the licensing process and paying royalties to other developers when they have artists on staff who can create ships for free? The ships people like are all subjective, anyway. You love the Vesta, I hate the Vesta, You hate the Avenger, I love the Avenger. It is all subjective. A ship that you might not buy I might, and vice-versa. Once you step away from the major canon ships there is no ship out there that is universally loved - and thus guaranteed to sell.
STO is about my Liberated Borg Federation Captain with his Breen 1st Officer, Jem'Hadar Tactical Officer, Liberated Borg Engineering Officer, Android Ops Officer, Photonic Science Officer, Gorn Science Officer, and Reman Medical Officer jumping into their Jem'Hadar Carrier and flying off to do missions for the new Romulan Empire. But for some players allowing a T5 Connie to be used breaks the canon in the game.

I didn't suggest you were wrong, I stated it to be an obvious fact. Cryptic has done the dance of hopping through hoops with lawyers to get the rights to use others' ships before, and the hassle made it clear that doing the job themselves is a better use of their time and money. Sorry if you find being demonstrably wrong such an affront, but being offended by the facts still doesn't make you right.

I'm sorry but if the OP is going to interpret anything but blanket agreement as rude, he is setting himself up for disappointment.
I don't care for the design, it's too derivative, like someone took a Galaxy, turned the saucer 90 degrees, narrowed and stretched the rest, then added a few Sovereign parts to it, too much of it is recognizable as simply graphically distorted Galaxy parts.
I am rather fond of this ship; example1, example2, an actual Federation freighter, which I stumbled upon following the OP's link.
I am in favor of Federation designs moving away from having the ungainly dish nacelle above, engineering pod below configuration, perhaps going towards more streamlined arrowhead configurations with low slung nacelles. I don't see a ship like the Avenger as a forward development. Since we are supposedly moving forward in Treks future it seems stupid that our ship designs seem to be becoming more primitive.

I did a post regarding Federation ship designs a month back, HERE. Has a lot of this posts merits in it. But I'll sum up what was learnt:
It is incredibly difficult to create Fed ships that cater to all people, based on the fact that people are opinionated, and the Federation has a very specific design style. Their design style is based almost entirely on balance and that is a hell of a task to get right, and the Avenger and Chimera were close. They should have carried on with starship customisation so people who wanted these flaws e.g. the bulbous Chimera belly and humpback avenger, can keep em, while others replace these features with something more gracious.
It's also difficult to make money on something not appealing. The stats for the Avenger are the sticker, but when the next uber ship comes along, I doubt we'll see much of it again.
And now onto the core Fed design principles:
Federation ship designs should continue on the traditional design path set out in the canon universe. I am well aware that STO isn't canon, but it is supposed to be based off of where the Star Trek universe has finished isn't it?
Anyways, 'traditional' Fed designs are those ships that have simple hulls. There's no need to waste resources on random hull protrusions, fins and objects jutting out of the ship which do nothing. Hull materials are similar. All ships released have so much unnecessary detail on them it looks like someones attacked it with some cutting laser.
Canon ships were liked heaps because of these design rules, and the fact it was featured heaps. Cryptic can also be the same in this regard.
Kitbashing is a tradition as well in the Star Trek universe. It was a cheap and easy way for canon designers to populate the Fed fleet with different designs. Kitbashing should still be an option, only it should be more refined. Back in the late 2oth century, creating new ships was a pain due to limited tech, but Cryptic isn't confounded by this issue in our era. For me, the Allegiance would be a good and appealing ship to add to the Fed fleet. BUT, it shouldn't be added as it is, rather have the design tweaked again so it's different and fits a certain role (torpedo suppression boat or Cruiser interceptor?).

I'd love for this to happen as well. Been waiting on updated versions of the Stargazer and the original Enterprise edition of Adromeda Class as well as the pre-federation Colony and Odyssey class starship designs. I'd also love to see options for the Yeager, Shelley, and Norway for certain ships.
We've always wanted them to add more costume options for ships, perhaps they'll figure that out sooner than later and hopefully it won't take as long as it took for them to realize we wanted more ground costume options available.
