Well, its supposed to be restricting. That was the whole point of it, to severely limit how much more power you can add to your current load out. If you have too many available slots, you're just gonna end up having pretty much the same problem as before, which was too much advantage for those who already get too much out of their setup as it is. And this isn't just about limiting power creep. Brand new level 50 players who have yet to start on the rep system are at a severe disadvantage to those who have all of them done. This translate into both PvP and stf missions, making it pointless for these newbies to even make the attempt, since they have no chance to perform nearly as well as those rep grinders. This change has reduced this gap greatly, and I think its a good change.
Those brand new players can put the time and effort in. They can pay their dues and do the grind. Why do they get special treatment?

S9 really seems like the NGE from SWG. They've made it easier for new people to do endgame stuff, simplified the reputation grind (which I actually don't mind), and PO'd a good majority of the veterans who worked for their endgame. If the reputation powers were just "icing on the cake" as they described them, why not just eliminate them for the sake of "balance"? But it's not balanced, with the new rep traits, I find myself actually doing MORE damage than in 8.5.
I came in to the reputation grind late. I worked to get to the same level as everyone who had been there since day one. I liked the fact that I could "continue leveling" by obtaining stacking passives for my effort. In my opinion, they should have kept the old passives and just updated the grind.
