They do play the game, certainly, both with DEV accounts and actual 'player' accounts just to play the game as it is.
You're still right to take those claims with a grain of salt (or warm air, as you put it)

Been playing STO since Open Beta, and have never regarded anything as worse than 'meh', if only due to personal standards.
Devs will join players fleets (at least Branflakes; I have occasionally (and I mean very rarely) talked with him in my KDF fleet's cross-faction chat channel [fine fine, not a dev but close enough (until recently of course, still counts)]).
However your friend's claim sounds too good to be true.
I think you are right in doubting the veracity of these claims since I too don't believe the devs typically reveal themselves to regular players, unless of course it's some special event in which they want to make their presence felt. Be that as it may, I do hope these changes come about because they are badly needed to balance this game. If the technicians doffs were limited to 1, that alone would go a long way in reigning in the scimitar cheese spam builds that have made older ships almost completely obsolete. I'm not going to hold my breath though.
So many people are already pissed about the much needed nerfs that occurred in S9, but now I have to wonder if maybe you wanna galvanize them some more lol? Can you imagine the huge backlash these rumors would cause?

While all things said by someones grandmothers, cousins, gardner have to be taken with a grain of salt - most things you mentioned have been hinted at by the Dev known as adjudicatorHawk.
"Hawk" indicated a few things he would like done:
-Returning to a 4/4 split of space and ground traits so you could not pick 8 of one or the other.
- reducing doff stacking of several doffs like the Tech doffs - or adding diminishing returns rather than limiting them when people already have 3.
-Reducing the stacking of the Sup Op boff trait.
But these are things that he said he would like to do - not that they will do it.
Of course with a lot of the changes lately - anything is possible.

Would just like to point out that I'm currently seeing 13k out of my Galaxy X which doesn't run A2B. My friend has a similar setup to me but using the A2B skills and he's turning out 18k. People need to understand that A2B is a choice not a requirement.

So what happens if you fight your friend or any player in a cruiser with a decent, less eng-heavy boff layout?
Then Tactics come into play. I.E. you don't go at a broad siding cruiser from the sides. The same as you don't take an escort head on. I've taken out a random PvP'er using a cell ship before now because although I was outgunned from the onset, but they couldn't fly their ship for toffee.
Another example would be my torp boat, it works great against PvE but A friend using a heavy cruiser in PvP trashed it. So do I ***** and cry about it? No I go away look at what I have available in this case I came back with an adapted cruiser and managed to get the upper hand on him.
But if you throw in Subnucleonic Beam and a load of DoT's then the A2B doesn't matter a great deal.
The problem is not the A2B build it has its uses and I'm not denying that but its not a necessity. I've seen people in game that are doing 1k dps thinking their bad TRIBBLE but they don't have a clue. And when was the last time you saw a build that wasn't a copy cat one?
One question would you use A2B on a ship such as the Fleet D'Deridex?
And wheres the fun in tearing through an STF in 5mins when you've got a 60min CD on it?
