It's happened in just about every MMO since Ultima Online. I was guilded with a coder in EQ years ago who would leak info like this to us. That was a far more competitive environment though (raid loot nerfs/buffs and raid mob changes gave quite an advantage). EVE had a "scandal" several years ago revolving around a dev actually giving ingame items of extreme value to his corp but that's happened in other games too.
No idea if the OP's fleetmate is telling the truth but it's not out of the realm of possibility. Heck, Matt Miller (Positron) was in an SG on his player account when he was lead designer of CoH (and many people knew which one).
So a new member to our fleet claims he has a friend who is in a fleet that has some STO Devs in it, and they discuss with their fleet developments for the game.
Currently he is claiming that these Devs have revealed that changes are going to be made so Romulan Captains will be limited to only Tactical Bridge Officers having the Superior Romulan Operative trait just like everyone else. Romulan Captains will not be able to have an entire Bridge Officer compliment that has that trait which gives the coveted +2% Critical Chance and +5% Critical Severity.
Also, he claims Technician Duty Officers are allegedly being altered so you can only slot one on active space duty. This is to stop the "exploit" used in Aux2Bat builds to bring bridge officer abilities to the minimum cool down.
I figure devs do play the game but I would think when they do, they do not reveal themselves as devs, and join fleets to discuss game development with their fleetmates.
I do believe this new fleetmate of ours who is making these claims, is very much like a rather large bag of extremely warm air.
Are you realy that naive to think Devs would do that ? If they would they also would lose their job. Or they person you talked to smoke to much or as they allready said here ( He is full of it ).
No Dev would reveal anything like that to a player not even a Ex Dev, so just don't believe this TRIBBLE !!!

Bah, do ALL the STFS in alphabetical order! that should give you your daily dose of feeling OP. Doing the same mission repeatedly is boring. :P Shoot Armek, then go shoot salt Vampires, then go shoot Tholians, etc....

Would just like to point out that I'm currently seeing 13k out of my Galaxy X which doesn't run A2B. My friend has a similar setup to me but using the A2B skills and he's turning out 18k. People need to understand that A2B is a choice not a requirement.
I would consider claiming such figures to be entirely misleading and inaccurate when you're flying with a premade that carry you when your ship lacks the basic utilities required to do damage. Certainly you can dispense with things normally considered essential, like, say, your attack pattern, if you have 4 other people who will carry you. Under those conditions, even a T1 ship will do an unreasonable level of damage.
It changes nothing about the fact that such ships are utterly worthless in normal gameplay outside of premade which can do all your heavy lifting for you.

Thank you for the insight into this just a pity you have no idea where the numbers actually game from. But just for clarification the parsing runs were made using pug groups from the quick play queues, should you require further confirmation I'll gladly post a set of DPS parsing results from such a run.
And I for one take pride in the fact that all my ship builds can hold their own in STFS
