Right, just like Bajor, which gets pretty regular criticism for being boring and having nothing to do there.
I'd love to update Andoria, but there needs to be a purpose to it, and I don't know what that is.
I will say, Feds dueling Feds is probably a no go.
The problem with Bajor is that it isn't so much a social hub, as it is just another stop in the story progression. It doesn't lend itself toward drawing in a lot of people to conduct "business". The bank/exchange consoles, ship service, etc are just conveniences for players while doing "The 2800" storyline. Nothing more.
As for the last, we already have Federation versus Federation PvP in space. Also, dueling is a part of several Federation societies in established canon. What would be the big deal about a melee-only PvP venue? It would be something different. And it would give the Jack Sparrow wannabes a little extra variety besides hacking at Borg drones.
Andoria and Vulcan's only seeming purpose right now is doffing. Move the Winter event to Andoria and make a Risa type update.
I've been saying the Winter Event should have been on Andoria ever since it started up. I've never liked Q's ski chalet, partly because the idea was a fairly blatant copypasta from a certain other Cryptic game's winter event, and partly because it goes a bit too far out of the fourth wall for my liking.
Risa got the balance right: fun, but not too silly. Retooling the Winter event to make it less ridiculous, along with moving the venue to Andoria? I'd be into that.
Social Zones really need a reason to go there, other than to meet people.
The standard stuff - bank, mail, exchange is all covered by the major ones. I am not convinced that dueling is interesting enough for a lot of people to go there. (Even if it comes with rewards).
Some Ideas
Things that could be added with seemingly low effort:
- Duty Officer missions specific to that zone that seem worth the reward (say, a bit more EC, skill points commendation points or dilithium then others.)
- Vendors with gear only available there.
Doff assignments are repeatable things, so there is always a reason to go there. Vendors you only need to go back if what they sell is basically consumed often. (Fleet projects, reputation projects, batteries and power cells).
There are not many "unique" consumables that aren't avaialble everywhere.
Cheap Fleet Provisions
From the existing "consumables" the Special Fleet Provisions (Embassy, Mine and Spire) come to mind. If you sold those at these locations at a 20 % reduced cost, players from fleet will come to visit regularly.
Trade
Along the same lines, with more effort, one could actually create a trade system where vendors for certain commodities (and maybe even any gear that drops) give slightly better prices.
There was a time when the Deferi Trader in one of the Deferi Repeatable missions either bought so high or sold so low that you could make money flying between him and another location. It might be abusable if this was in the game without any changes, but maybe one could have each of these locations have vendors that sell commodities at fluctuating prices so that it can be worth it if you know where you are going. Maybe add a special "sale" limit to each vendor - per account, you can't buy more than 50 items or whatever seems reasonable per hour, and you have it still under control, but people with the right lobes for this will be kept busy.
Missions
And finally, the biggest thing - create actual, repeatable missions there, that grant dilithium or marks. That will be more challenging, since you need a good enough storyline for it that ideally uses the existing maps (or a revamp of the map) so that people play it mostly there (otherwise, they turn up on the maps and disappear the moment they go off).
Maybe some espionage or murder mystery story could be feasible here? A lot of people to talk to, very little actual fights.

4) Move the special andorian weapons unlocked by the Kumari purchase to vendors here, maybe an ushaan and andorian-themed phaser ground weapons someday. An andorian tailor where you can purchase an Andorian uniform.
Consider it like a basic, non-exclusive fleet holding. A holding of the Federation, I guess.
If every social zone just got these basics, they wouldn't be deserted. Give us reasons to go.

Andoria could have Andorian uniforms, Vulcan could have a special set of robes, DS9 could have a Cardassian unform, K-7 could have something TOS related, Memory Alpha could have some special kit parts, it would be great!
