No one console should completely replace the need to slot healing. This gives way too little opportunity cost for what is essentially the only form of life stealing in the game that allows you to scale your defense based on offense.
It's broken. It's already offensive that romulans get it and no one else, on top of their already OP perks.
With it being an item paid for...thus not in several of the various categories that might see a nerf just in general, what sort of "compensation" - as in, what would you buff/add to it to compensate for a decrease in the amount of healing?
Would there be some sort of passive skill boosts you might give it? Perhaps increase the amount of each heal while reducing the overall number of heals and thus overall amount of healing? What kind of give would you do for the take?

Your compensation is that all your newbs can use it. I don't know of any other newb ship with a console that retains a console spot after all rep gear and elite fleet are attainable.

I have a single Romulan (actually Reman toon)...flying a Torp'varo. Don't have the Valdore console...you know, torps and all. So the only personal interest I have in it is the game being balanced.
Is it too powerful? No doubt. Does that mean that there could not be some form of compensatory buff to the console to offset a nerf to it? Not in the least.
So uh, the responses to my response seem a little...well, petty - vindictive - immature - list goes on and on, eh?

It should only trigger on Directed Energy Weapon attacks...if it's triggering on anything else, it's broken and needs to be fixed.

T2 Dhael warbird for Singularity inverter, which absorb some incoming direct energy attacks, adding it to the player's singularity, and decreasing damage taken while active.

Fixing a typo in the formula was not a nerf...lol.
Something along the lines of giving it a Solanae treatment - with a min and a max - would be a nerf. Thus, why I wondered what folks might add to it to as some form of offsetting compensation for that nerf.
Note, the max would be have to be higher than the Solanae - because the Valdore's working with a proc cycle. Perhaps increase the proc chance though then? Etc, etc, etc - that give and take, knowing that in the end there's going to be more take than give...and just trying to ease that take.
Hrmm, we've got S9's new Accord doohickey coming up...maybe those sneaky Ferengi will offer up some Romulan shinies? Maybe S9.5?
But yeah, perhaps if it was making up for some weakness they had - but on top of everything else...meh. There's nothing like it that only Feds have or only KDF have, since FRoms and KRoms get access to T1-T4 consoles.

This may as well say 100% chance for a 2.5% lifesteal, which is insanely strong in a game with as much Dps as we can do, and the even extra that romulans get through traits or BOFF traits.
It's a t2 ship console that gives lifesteal passively. It shouldn't be more desired than end game consoles.
It should be capped with a timer like Borg 2pc or the solanae set. The opportunity cost is a console, but it frees up practically 2 BO slots from engineering or science- which for a tactical ship is HUGE.
Argue all you want. It's an outlier and I really hope with the direction teu are taking to address power creep they actually address the white elephant in the room: romulans and the Valdore console.
Exactly. Its still a decent console, but no longer must have. I often ditch it for another plasma infused console or crit console on my rom, sometimes its not even in my inventory because I left it in the shipyard on another ship.
It's one of those things - that it doesn't provide anywhere near an equal benefit even to Warbirds. It would be possible, possibly, that in trying to normalize it from the extremes at either end - that it could result in a buff to Player A while being a nerf to Player B.

Outside of the folks saying it's fine, where there are a couple of them...you've got folks agreeing on the aspect of it being Rom only being an issue - as well as folks that believe it's not fine and needs adjustments, but not necessarily a straightforward nerfing without something. And even folks that have suggested a means to nerf it at one extreme that could buff it at the other, resulting in the overall nerf but possible increased use as an actually balanced console.

#1 - Definitely a bug if it procs on proc based damage and worse with pets. Big bug. Throw out gravity wells, tyken's rifts, and all other pulse based damage to get more procs, very wrong.
#2 - The programmers have a heck of a mess with what they classify damage. I wouldn't be surprised if they classified tachyon beam as damage and hence why it seems to act as it instead of a drain, which is wrong.

Well, the point of a Nerf is to make something less powerful than it should be. So, no, I can't imagine there should be any compensation. In all honesty, players only buy stuff when they know is OP'd and will give them a huge advantage. Now, personally, I don't think romulans are all that much stronger than the federation or Klingons. And I don't know that they're boffs or doffs are any better than the other 2. But f there's an item giving such an edge to one particular faction, then I would say that it does need a Nerf. And the only reason I would Nerf items in this game is because of the massive overload of dps.
If pets, torpedoes and mines are still causing valdore heal procs, bug report it. That was something that came from how player spawned entities were inheriting player traits. Was fixed in thursdays patch.
How to nerf this console safely:
50% reduction in the heal value.
Insert an/lengthen the internal cooldown, probably to 15-20 seconds.
Add either a passive shield regen aspect (akin to the shield emitter amplifier) or a shield heal buff (akin to emitter arrays)
That would drastically reduce the console's effectiveness while still making it useful, the 15 second internal cooldown would stop it proccing twice in any alpha strike making it much less powerful in pvp.

Actually I hear people complaining about it being used to get 1st place in CCE more than complaining about it pvp. In pvp you usually just kill someone in a few seconds or not at all, so the valdore console isn't much help there. Just saying...

While still worth a slot, unlike every other cstore console except plasmonic leech, it's nowhere close to the usefulness of plasmonic leech. Thus, this whine is weak - until plasmonic leech is nerfed, there is NO argument for nerfing valedore console. The whiners are wasting their breath, and can only draw dev attention onto plasmonic leech. Talk about shooting yourself in the foot.
The only broken thing about the Valdore console is that it counts overheal towards your healing score, which practically guarantees you a win in events like CE over those who don't have it. If you see someone using it, you have already lost.

Currently, it's balanced as is.
Vandal destroyer T3 ship for the Plasmotic leech perhaps?, drains a target ship's power levels and adds it to your own.
maybe these also depending on your playstyle:
T2 escort refit for Impulse capacitance burst , greatly increasing the ship's speed and defense in combat for a short period of time
T2 Qaw'Dun bop for Shield destabilizer boosted by Flow caps,which causes all nearby enemy vessels to slowly lose shield health. In addition, affected targets suffer a slight loss of shield power that does not increase over time.
