With the addition of the Scimitar's Cloaked Barrage console, has there been any thought towards making the Enhanced Battle Cloak of the B'rel and T'varo into a console as well?
I could see the cloak on those two ships being changed to a standard Battle Cloak. Meanwhile the Enhanced Battle Cloak console would be b'rel and T'varo only, do something like the following:

Fire projectile weapons while cloaked
Applies Cloaked Projectiles to self
Allows you to fire projectiles while cloaked. You can still be detected by abilities that reveal cloaked ships.
Current Weapon Power set to 0 for 15 seconds.
Enables use of (projectile?) weapons while cloaked to self for 15 seconds.
3 minute cooldown

This would represent the ability demonstrated by the B'rel prototype in STVI quite well, and much better than the 3-second decloak/cloak animation/ability that the B'rel and T'varo have at this time. It also does this without creating the problem of cloaked torpedo spam, and brings the B'rel and T'varo in line with the other ships with special abilities tied to consoles.
As a final note, if anybody knows of a better place to put this so that it can be given some attention, please let me know. I would appreciate it very much.

The enhanced battle cloak effect is fine as it is. The only thing I agree with you is that it should not be built into the hull.
Due to the ship already being out in fleet and zstore format for so long, the easiest way for them to do this is to turn the enhanced battle cloak into a device (not console) usable only in the t'varo and b'rel that gives the enhanced cloak functionality as a passive, always active feature.
So you are asking to nerf the Fleet B'Rel Retrofit and B'Rel Retrofit? Players would lose a console slot to get their Enhanced Battle Cloak that they already have. If any changes are made to the Enhanced Battle Cloak, then it should be done on the power itself and not make it into a console.
What I am seeing here is a request to allow any ship to potentially have the enhanced battlecloak.
How about leaving it the way it is? Or better yet, not having the b'rel be exposed when it fires?

The b'rel retrofit is a niche ship, why make it irrelevant just so you can make another ship do what it does? Locking the console to this ship is an even worse idea. You now have the same ship, but with one less console slot. Same goes for a device slot.
Do you have one of these ships? Or were you a victim of one in Kerrat?
I absolutely have a bias as well. I currently (and in the past) own people in my torpedo B'rel. Using single-run alpha strikes as a matter of fact.
But I think it is time to move away from the 3 second decloak/cloak bandaid, and have a true "fire while cloaked" effect. To increase immersion and better represent the ship as it was depicted in the movie/lore.

There is no compromise. You cannot have a ship fire from cloak and remain cloaked in any way or form. Its extremely unbalancing and opens a can of worms of exploits.
Just look at what happened when the fleet rom boffs cloak timer buff stacked. B'rels were re-cloaking so fast that you could barely see them for a split second, much less target them (even with tab!).

i'm pretty sure that's exactly what the scimitar's cloaked barrage console does...allows you to fire while remaining totally invisible unless someone has a high enough SDR to detect you, unlike EBC which briefly makes you visible while firing

any means. It requires an extremely narrow skill tree spec to be effective, and requires skill
to be able to fly. Also, flying with no shields and all the FAW scimitards everywhere really just
make life harder.
