and post the results. If you can't establish a network connection to the patch server, changing to ARC won't change anything...

This is a unusually high value for what should be a direct wired peer to peer network connection, which may indicate that your router/gateway needs to be reset...
Try substituting the 'pathping' command for the 'tracert' command, (as both use the same syntax) and post those diagnostic results, as this will provide more information on your Internet connection quality, and why your 'Net Test' is failing to connect...
Now this is more informative... You need to contact your ISP (Road Runner) and see if they can correct the serious DROPPED PACKETS issue with hop #5. You can also see if they can complain to Cogent about the packet drop on their Backbone...
Well this patcher is an interesting thing. When I start the launcher after a few seconds I see the Engage button. When I exit the game the launcher appears again and starts patching, tries to patch roughly 850 megabytes, but the launcher disappers in a random time. At first it was done with about 250 megabytes. Second time after about 50 megabytes. The amount of data to patch is the same as the first time. And no, there is no error message, the launcher simply disappears.
YOUR ISP IS CAUSING YOUR CONNECTION PROBLEMS!!! ONLY YOUR ISP CAN FIX THE PROBLEM. UNLESS YOU COMPLAIN, YOUR ISP WON'T DO ANYTHING TO FIX THE PROBLEM...
