Can't get to patch server

So recently I've been having trouble with getting onto STO. The Cryptic Launcher Autoupdate won't connect and it's says it has a problem connecting to the patch server. I've also been reading that there is a new launcher called ARC. Do I need to download this in order for my STO to work again?, or can I fix this problem without the need to download anything?

    Have you checked to see if your Internet connection to the patch server is usable??? Perform the 'Net Test' and 'Trace Route' network diagnostics described in this thread... http://sto-forum.perfectworld.com/showthread.php?t=225155

    and post the results. If you can't establish a network connection to the patch server, changing to ARC won't change anything...

    |This problem is plaguing a lot of us at the moment, everything worked fine for years then suddenly no STO. ARC won't help as it still uses the same STO launcher. There is is problem somewhere, and for me it is not my ISP but somewhere along the route my connection takes. Something isn't right, and if someone is doing something about it, no one is saying. It seems that since not everyone is having this issue that is isn't the highest of priorities for the powers that be. Grit your teeth mate, we are hoping that the internet fairies will sprinkle some magic dust and we can enter the magical land of STO once again.

    as of right now I tried to log in it keeps on saying:

    "unable to authenticate: couldn't even attempt account server connection"

    It's bizarre when I ping Star Trek Online, I get the same response time I always get with no packet loss, yet no I can't even play the game.

    unfortunately i cant run the nettest program right now
    nettest wont load and on my other computer it goes very slowly

    This is a unusually high value for what should be a direct wired peer to peer network connection, which may indicate that your router/gateway needs to be reset...

    Try substituting the 'pathping' command for the 'tracert' command, (as both use the same syntax) and post those diagnostic results, as this will provide more information on your Internet connection quality, and why your 'Net Test' is failing to connect...

    Now this is more informative... You need to contact your ISP (Road Runner) and see if they can correct the serious DROPPED PACKETS issue with hop #5. You can also see if they can complain to Cogent about the packet drop on their Backbone...

    Well this patcher is an interesting thing. When I start the launcher after a few seconds I see the Engage button. When I exit the game the launcher appears again and starts patching, tries to patch roughly 850 megabytes, but the launcher disappers in a random time. At first it was done with about 250 megabytes. Second time after about 50 megabytes. The amount of data to patch is the same as the first time. And no, there is no error message, the launcher simply disappears.

    YOUR ISP IS CAUSING YOUR CONNECTION PROBLEMS!!! ONLY YOUR ISP CAN FIX THE PROBLEM. UNLESS YOU COMPLAIN, YOUR ISP WON'T DO ANYTHING TO FIX THE PROBLEM...
