I haven't run the numbers... and I'll withhold judgement until someone does.
As I mentioned earlier, I ran eSTFs literally a dozen times (3 Fleet Plasma DHC/1 Grav Torp/1 KCB/2 Rom Plasma Turrets) prior to acquiring the Exp Proton Weapon. Well, it is (in my opinion) what it should be all about.
To elaborate on this point further; as stated, I fly a Fleet Nova (Rhode Island skin). I know that the Vesta is superior. I inow that the Wells is superior. I own both. I still rarely use either. The fact is I enjoy the Fleet Rhode Island more - It's not the biggest (in fact it's likely one of the smallest!) or the most powerful but it is, and will always be, the benchmark for what enjoying STO means to me.
I fly the same ship on my Tac captain. Grav Photon Torp and Console w/ Torp Spread III, Rom Plasma 2 piece w/ the Ex Plasma Beam, Zero-Point and 3x Rom Plasma Beams, Embassy consoles with +Pla, Grav Well III, and Nadeon Detonator. Keep a Scramble Sensors and FBP just for backup if they do not all die on the first pass. BFAW II with 4 beam arrays is enough to get shield weak enough for the TS III and Grav Wells to do their work even better.
Absolutely obliterates groups faster than any of my Escorts or Beam Boat Fleet Avenger. Usually get at least 2 procs on the torp with TSIII, not to mention when you use the Nadeon it ALWAYS (at least so far for me) creates a HUGE grav well that just murders anything close. I won't lie, it feels a bit OP to me...lol. But it is so much fun.

I've been experimenting some with this experimental weapon! pun intended
Got my scimitar, with 6x protonic polaron beam arrays (CrtDx2), the experimental weapon + the grav photon torpedos. I also use the dyson console for the 3 set bonus.
My tactical consoles are 4x polaron mk XII blue (28.1%) and one of the autotargetting from dyson rep (20% polaron + 15% proton +2.5% acc).
I've done some fights, compared to my plasma setup (romulan plasma, 6x beam arrays, crtd x2, experimental + romulan torps, 5x blue mk xii plasma consoles).
My parse target been the structural nodes during breach elite (the cannons + the ship).
I parse a little lower about 10% lower damage with the proton setup. But my time to kill is lower with the proton setup. It seems it doesn't log all damage the proton setup does. I also think its not logging all the proton weapon hits thats actually hitting, and it's definatly not logging the proc, tho i see the proc happen.
To me it seems the proton setup is pretty solid, gonna try some more when i get more tactical consoles and see what happens.
Wrong, they are antiproton. The weapons you get from the boxes from the Rep are Protonic Polaron, and they're completely different than the true Voth weaponry.
Onto the topic at hand, get the Proton Particle Stabilizer and the Gravimetric Photon Torpedo and you have yourself a great weapon in the Experimental Proton Weapon.
The bolded part is of course your opinion, and it is not a fact, by the way. Just because you think it's useless doesn't make it true. Oh and in case you conveniently forgot, the weapon is extremely useful against the Voth.
Its interesting how everyone has different opinions on this particular weapon. In all of its glory, this is by far the most powerful set I have attained. The proton weapon works very well with rapid fire and the weapon has a higher DPS than my other weapons. It also fires twice as fast if anyone noticed. It has a fire rate of 0.5 per second with 8 shots in the four second fire as with other weapons. Since I have the entire Dyson set with all weapons including Nukara weapon set, I have the most powerful setup I have had. It all depends on ones preference of builds and ships coupled with which career you choose. I have a tactical odyssey with a science officer captain, coupled with the right BOFF setup, I believe I have a very good balanced ship and quite powerful. I have done my best so far against the Borg or any other faction for that matter. It all boils down to a persons personal preference of build and particular layout of their ships.
The experimental proton wep, in and by itself, is kinda useless. It adds 3% (overall) CrtH in combo with any of the other 2 pieces of the set, though, and significantly adds photon torp dmg, CritH (+10%) and CritD (also +10%, iirc) to photon torps when used in the full set.
So, I just primarily see it as an easy way to get +3% CritH, and take the boons to photon torps as a welcome extra.

I agree I was surprised by how useful the Proton Experimental weapon is. The key I believe is to take maximium advantage of its rapid rate of fire and its set bonuses.
I use three Romulan Sci Consoles that each add a 2.5 chance of plasma burn, on the EPW its like it doubles the odds of procing these because its has twice the rate of fire.
As for set bonuses it boost damage and crit chance on all Photon Projectiles, not just torps, so I use the Graviton Torps in the front and I replaced my Plasma Mines with Photon Mines in the back. They can be launch faster then anyother mine type, have a larger range then other mines, and thanks to the set bonuses they have a large chance to crit and do more damage then a Quantum Mines.
