Didn't get the fudge either and it's not checked off on my accolade list.
UPDATE: When I completed another recipe (Kava Juice Gumdrops), the fudge got checked off in the accolade list, but the gumdrops didn't. I then did a recipe that I had already done before and the gumdrops got checked off in the accolade list, so my accolade list is now correct. I still never received my jumja fudge, though.
UPDATE #2: Completed another new recipe (Minty Raktajino) and it is not checked off in the accolade list.
Strangely when completing recipes they won't count at all towards the accolade. The way to fix it is to switch instances or change to another map. When switching the accolade will update with the recipes you have completed before switching.
As for the fudge, I haven't completed it yet. What I can suggest is to open your inventory and see if there is an Overflow Bag button at the bottom. If so then open it and remove or discard all items. Once all items are gone the overflow bag button with go away. Often times items end up there even though you have plenty of room in your inventory. (Items in your overflow bag can also prevent you from buying holiday items from the vendor and/or the event reputation store)
If that don't work then all you can do is hope Cryptic can fix it before the event ends.
To correct myself, I did make the jumja fudge before. I was looking at the accolade to see which recipes I needed and jumja fudge was checked off.
I had another jumja fudge recipe and BINGO! Found the problem. The jumja fudge food item is NOT listed in the rewards for the mission. All that is listed in the rewards are various holiday commodities.
Screenshot: Since the food item is not listed in the rewards, that is why we aren't getting it. I've made the recipe 3 times now and each time I didn't receive any jumja fudge consumable food items.
Here is what it is suppose to look like - glazed targ recipe mission: You can see in the list of rewards the glazed targ food item will be rewarded.
Side note: I've heard the Nog's Nog recipe is bugged for KDF. I haven't made any recipes on a KDF character but it makes me wonder if it's the same problem.
Jumja Fudge Recipe - Bug WORKAROUND:
CONFIRMED bugged as shown above in screenshots. Chef does not reward Food Item! And (seemingly) does not provide Accolade check off.
However, if you accept the mission and collect: Bajoran Jumja Stick (from DS9), Butter Suger & Chocolate (from Winter Wonderland map) the Jumja Fudge Recipe will complete. You will not receive the Food Item from the Chef upon completion. You must leave the Winter Wonderland Map in order for the Accolade to check off (you will hear the mission complete ding). Tested on both FED and KDF characters.
Nog's Nog Recipe - Bug WORKAROUND:
FED: Chef says he already has Root Beer but this is not true. You must get it from Replicator or Exchange. Any Human Federation character can replicate it. After getting Root Beer in your inventory along with Milk & Eggs, Nog's Nog Recipe will complete, the Chef will give you the Food Item, and the accolade will be checked off as done.
KDF: Chef does not give any info about ingredients. However, the ingredients for it - Milk & Eggs will show on your Map (big white circles). Nog's Nog Recipe completes after getting Milk & Eggs from Winter Wonderland. Chef showed mission complete without having Root Beer in my inventory. Chef gave Food Item and accolade was checked off.

On a Fed character. Didn't get the fudge, but as someone posted above, you don't see the items checked off on the accolade list until you change maps. I usually go back to ESD and come back in, and then the items are checked off.
I got a new one though.. has anyone been able to get the Tranya one? I gotten the recipe twice from the present, but when I get back to the winter wonderland, the recipe is not in my inventory.
I've been able to get every food item except for the Fudge on my FED and the accolade. The fudge will have to be fixed by Cryptic, so I guess just wait for a Fudge fix.
